The Ministry of Home Affairs is seeking opinions on the draft Decree regulating the recruitment, use and management of public employees to replace Decree No. 115/2020/ND-CP (amended and supplemented in Decree No. 85/2023/ND-CP).
Notably, the Ministry of Home Affairs proposed to supplement subjects and priority points in entrance exams or admissions to be consistent with the provisions of Clause 2, Article 10, Clause 2, Article 13 of the Ordinance on People with Meritorious Services.
Accordingly, the priority subjects in civil servant recruitment are clearly stated in the draft Decree including 4 groups:
The first group is People's Armed Forces Heroes, Labor Heroes in the resistance period, wounded soldiers, people enjoying policies like wounded soldiers, type B wounded soldiers: 7.5 points are added to the second round exam scores.
The second group is ethnic minorities, army officers, police officers, professional soldiers demobilized, people working in cipher work transferred to other fields, students who graduated from reserve officer training, graduated from commando training of commune-level military command heads of grassroots military branches who were awarded the rank of reserve officer who registered for the rank of reserve officer, children of revolutionary activists before January 1, 1945, children of revolutionary activists from January 1, 1945 to the August Revolution in 1945, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of type B wounded soldiers, biological children of resistance activists infected with chemical toxins, children of People's Armed Forces Heroes, children of Labor Heroes during the resistance period: Added 5 points to the results of round 2.
The third group is people who have completed military service, the obligation to participate in the people's police, youth volunteer team members, young intellectuals who volunteer to work in national defense economic zones after completing the task of participating in the project: 1.5 points are added to the results of round 2.
The fourth group is trade union officials who have grown up from the grassroots level, in the worker movement according to the regulations of competent authorities: 1.5 points are added to the results of round 2.
