The Ministry of Home Affairs has just proposed a draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees, and armed forces.
The draft Decree is currently in the process of collecting comments; stipulating the base salary applied from July 1, 2026 is 2.53 million VND/month, an increase of 19,000 VND compared to the current level (equivalent to an increase of about 8%) and applied from July 1, 2026.
Among the 9 groups of beneficiaries, the group of beneficiaries is:
Officers, professional soldiers, workers, defense officials and contract workers of the army.
Officers, sergeants receiving salaries, police workers and contract workers belonging to the police force.
Non-commissioned officers and soldiers of the army; non-commissioned officers and soldiers of the police force.
Currently, the salary level of the armed forces is calculated based on the formula specified in Decree No. 204/2004/ND-CP (regulations on salary regimes for cadres, civil servants, public employees and armed forces), amended and supplemented by the following decrees: Decree No. 76/2009/ND-CP, Decree No. 14/2012/ND-CP, Decree No. 17/2013/ND-CP, Decree No. 117/2016/ND-CP and Decree No. 07/2026/ND-CP. The basic salary will be equal to the base salary multiplied by the salary coefficient enjoyed according to military rank.
Currently, the salary coefficient according to military ranks of officers of the People's Army; officers, non-commissioned officers of the People's Police is regulated in Table 6 in the appendix issued together with Decree 204/2004/ND-CP.
Based on Table 6 of Decree 204/2004/ND-CP, if the base salary increases by about 8% compared to the current level of 2,340,000 VND/month, the salary of officers of the People's Army, officers and non-commissioned officers of the People's Police is calculated as follows:
