According to Lieutenant General Nguyen Van Long, implementing the policy of organizing local government at 2 levels, the number of police units at the commune level has also decreased by 60 - 70% compared to the present. However, the average scale of each commune police station after the reorganization will also increase by an average of 3 times compared to the present.
In order for the commune -level police to solve cases at the grassroots level with the goal of near people, killing people, serving the people better, connecting the prevention and fighting against crime, the Ministry of Public Security proposed to amend and supplement the provisions of Article 37 of the investigator's rights responsibilities.
Accordingly, in cases and less serious and serious cases that occur in communes, intermediate or senior investigators under the provincial police investigation agency are assigned to be the Chief or Deputy Chief of the commune-level police in charge of crime prevention with certain powers.
Such as directly organizing and directing the reception of crime denunciations; prosecuting investigations; deciding to assign and change investigators and investigating officers assigned to the commune police; inspecting activities of receiving and handling criminal information sources in criminal cases; deciding on preventive measures; wanted and released...
"We see that for commune-level units after the arrangement, depending on the scale, about 30 - 60 commune police officers will be arranged. As Hanoi can, arrange for each commune-level unit about 50 - 60 commune police officers" - Deputy Minister of Public Security said.
He pointed out that the commune police is a level of police, both with preventive activities and having to assign a number of tasks to investigators under the provincial police investigation agency as the current Chief and Deputy Chief of the commune police.
Therefore, if possible, it is recommended to coordinate with the drafting agency to study and supplement to suit the current crime prevention situation.
Giving his opinion later, Director of the Supreme People's Procuracy Nguyen Huy Tien assessed that this is a very new policy, which has not yet been implemented in the coordination process.
He suggested that it should be considered very carefully and this is a big issue, so he will accept the opinions of Deputy Minister of Public Security Nguyen Van Long and the National Assembly Standing Committee for the two sides to discuss with each other, then submit additional comments accordingly.
