At the 8th Session of the 15th National Assembly, on the morning of November 1, Minister of Culture, Sports and Tourism Nguyen Van Hung presented the Proposal for the Decision on investment policy for the National Target Program on Cultural Development for the 2025-2035 period (program).
The total resources mobilized to implement the program for the 2025-2030 period is expected to be 122,250 billion VND.
Of which, the central budget capital for direct support for implementation is arranged at least 77,000 billion VND (accounting for 63%); local budget capital is about 30,250 billion VND (accounting for 24.6%); other legally mobilized capital is about 15,000 billion VND (accounting for 12.4%).
It is expected that the total resources mobilized to implement the program in the 2031-2035 period will be 134,000 billion VND.
The program includes 7 general goals.
Firstly, creating a strong and comprehensive change in cultural development and building and perfecting personality, ethical standards, identity, mettle, and the system of values of Vietnamese people and families.
Second, improve people's spiritual life, access to and enjoyment of culture, and their need for exercise and entertainment, narrowing the gap in cultural enjoyment between regions, social classes, and genders, thereby improving labor productivity and work efficiency.
Third, mobilize the participation of all organizations, individuals and communities in managing, protecting and promoting the values of the nation's cultural heritage.
Fourth, mobilize resources, focus on key, quality and effective investments for cultural development, contribute directly to socio-economic development, and promote cultural industries to become important components of the national economy.
Fifth, build a professional, high-quality cultural and artistic human resource with political will to serve domestic needs and aim to meet foreign markets.
Sixth, promote the national, scientific and popular character of culture through investment to preserve traditional national culture, build a grassroots cultural environment, with the people as the creative subjects, and the intellectual and artistic team playing an important role.
Seventh, integrate internationally and absorb the quintessence of human culture, build an advanced culture imbued with national identity, and promote the soft power of Vietnamese culture.
Presenting the review report on this content, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said that the Committee basically agreed with the plan on total investment and capital sources to implement the program.
According to some opinions, the total investment of the program is very large; it is necessary to carefully study and evaluate the scale, structure, ability to mobilize and arrange resources to implement the program to ensure feasibility, suitability with the response capacity of national resources, and effective use of the budget.
The review agency believes that it is necessary to consider the feasibility of two specific goals by 2030.
Firstly, the goal is to strive for 100% of cultural and artistic units to carry out digital transformation and apply achievements of the 4th industrial revolution.
Second, consider the feasibility of the goal of 100% of students in the national education system having access to and effectively and regularly participating in arts education and cultural heritage education activities.
There are opinions suggesting that the Government should carefully consider the investment policy to build a number of Vietnamese cultural centers abroad, ensuring feasibility, efficiency, avoiding waste and being consistent with existing resources.
