The majority of delegates agreed and agreed that the draft Law aims to create a synchronous, unified, clear and effective legal framework for thrift and anti-waste.
Thereby, contributing to preventing, stopping and handling wasteful behaviors; raising awareness and sense of responsibility in saving and combating waste.
At the same time, overcome institutional loopholes, enhance the responsibility of leaders and promote a culture of thrift in the political system and the whole society.
Speaking to receive and explain the opinions of National Assembly deputies, Minister of Finance Nguyen Van Thang affirmed that he will add specific regulations on wasteful behavior and violations in organizing waste prevention in this draft law.
On the other hand, regulations on the rights and responsibilities of those fighting against waste will be supplemented and revised, and information on fighting against waste will be handled to ensure completeness and clarity.
The draft law also proposes to choose May 31 every year as the day for all people to save against waste.
According to the Minister of Finance, this proposal is taken from the date of the article published in Cau Quoc Newspaper on May 31, 49, to spread President Ho Chi Minh's ideology on thrift, fighting waste, contributing to building a culture of thrift for the whole society.
It is necessary to stipulate in the draft law to launch and maintain the annual national thrift and anti-wasteful day, contributing to making the practice of thrift and anti-wasteful become voluntary and voluntary such as daily food, drinks, and clothes as in the article on thrift practice that General Secretary To Lam mentioned - Minister of Finance Nguyen Van Thang said.
According to the Minister, in reality, we have also had a number of laws regulating the date of launching, responding, and implementing in that field, such as the Law Day of the Socialist Republic of Vietnam, the Fire Prevention and Fighting and Rescue Day, or the Vietnam Science and Technology Day.
"Setting this date does not mean that we only do it once a year" - the Minister of Finance added.
