Implementing the direction of the Government and the Prime Minister, ministries and sectors continue to arrange the apparatus, streamline focal points, and sharply reduce department-level and equivalent organizations.
The Ministry of Justice is appraising the draft Decree on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Environment, the Ministry of Education and Training, and the Ministry of Home Affairs.
In the appraisal dossier, through review and actual operational evaluation, the Ministry of Agriculture and Environment affirmed that the current organizational structure is suitable for the assigned functions and tasks.
The organizational structure within units and organizations directly under the Ministry will continue to implement arrangement and streamlining of focal points, sharply reducing department-level and equivalent organizations.
29 units under the Ministry of Agriculture and Environment are proposed to remain unchanged, including: Department of International Cooperation; Department of Planning - Finance; Department of Science and Technology; Department of Legal Affairs; Department of Organization and Personnel; Ministry Office;
Department of Digital Transformation; Department of Crop Production and Plant Protection; Department of Livestock and Veterinary Medicine; Department of Fisheries and Fisheries Surveillance; Department of Forestry and Forest Protection; Department of Irrigation Works Management and Construction; Department of Dyke Management and Disaster Prevention and Control; Department of Cooperative Economics and Rural Development; Department of Quality, Processing and Market Development;
Department of Land Administration; Department of Water Resources Management; Department of Geology and Minerals of Vietnam; Department of Environment; Department of Climate Change; Department of Nature Conservation and Biodiversity; Department of Meteorology and Hydrology; Department of Sea and Islands of Vietnam; Department of Surveying, Mapping and Geographic Information of Vietnam; National Remote Sensing Department; Institute of Agricultural and Environmental Strategy and Policy;

With the Ministry of Education and Training, according to the draft, after arrangement, 1 public non-business unit will be reduced.
The Ministry of Education and Training maintains the organizational structure consisting of 8 Departments, 5 Departments and Offices as follows:
- Department of Preschool Education; Department of General Education; Department of Higher Education; Department of National Defense and Security Education; Department of Students; Department of Legal Affairs; Department of Organization and Personnel; Department of Planning - Finance;
- Department of Teachers and Educational Administrators; Department of Quality Management; Department of Science, Technology and Information; Department of International Cooperation; Department of Vocational Education and Continuing Education.
- Office.
For public non-business units, serving the state management function of the ministry: Education and Times Newspaper is a self-financing unit (group 2).
Arrange and reorganize the Education Magazine about the Vietnam Institute of Educational Sciences to merge with the Vietnam Educational Sciences Magazine.

According to the draft submission, the Ministry of Home Affairs proposes to maintain the organizational structure of the Ministry as stipulated in Decree No. 25/2025/ND-CP, only streamlining the "Ministry Inspectorate" according to regulations.
The organizational structure of the Ministry of Home Affairs has been arranged and streamlined in the process of merging the Ministry of Home Affairs and the Ministry of Labor, Invalids and Social Affairs before.
According to the draft decree, the organizational structure of the Ministry of Home Affairs includes: Department of Organization - Staffing; Department of Local Government; Department of Civil Servants and Public Employees; Department of Non-Governmental Organizations; Department of Administrative Reform; Department of Youth Affairs and Gender Equality; Department of International Cooperation; Department of Personnel Organization; Department of Legal Affairs; Department of Planning - Finance; Ministry Office; Department of State Archives and Records Management; Department of Salaries and Social Insurance; Department of Employment; Department of Overseas Labor Management; Department of People with Meritorious Services; Central Emulation and Commendation Committee; Information Technology Center; Institute of State Organization and Labor Science; State Organization and Labor Magazine; Dan Tri Newspaper.
Previously, at the regular Government meeting on May 4, Prime Minister Le Minh Hung requested to urgently review and complete the decrees stipulating the functions, tasks, powers and organizational structure of ministries and sectors, and submit them to the Government for promulgation in the second quarter of 2026.
