The Ministry of Justice is appraising the draft Decree stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.
According to the draft submission, the Ministry of Home Affairs proposes to basically maintain the organizational structure of the Ministry of Home Affairs as stipulated in Article 3 of Decree No. 25/2025/ND-CP.
The organizational structure of the Ministry of Home Affairs has been arranged and streamlined in the process of merging the Ministry of Home Affairs and the Ministry of Labor, Invalids and Social Affairs.
Accordingly, 37.14% of units under and directly under the Ministry have been reduced (reduced from 35 to 22 units).
In addition, in the draft Decree, the Ministry of Home Affairs continues to propose streamlining the "Ministry Inspectorate" (Clause 11, Article 3) to ensure compliance with the provisions of Conclusion No. 134-KL/TW11, Decree No. 109/2025/ND-CP12 and Decree No. 217/2025/ND-CP.
Based on the orientation in Section 1 of Appendix II issued together with Resolution No. 105/NQ-CP dated April 8, 2026 of the Government, basically maintaining the public non-business units specified in the Government's Decree stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.
On that basis, the Ministry of Home Affairs proposes to basically maintain the organizational structure of the Ministry as it is now, only streamlining the "Ministry Inspectorate" according to regulations.
According to the draft decree, the organizational structure of the Ministry of Home Affairs includes: Department of Organization - Staffing; Department of Local Government; Department of Civil Servants and Public Employees; Department of Non-Governmental Organizations; Department of Administrative Reform; Department of Youth Affairs and Gender Equality; Department of International Cooperation; Department of Personnel Organization; Department of Legal Affairs; Department of Planning - Finance; Ministry Office; Department of State Archives and Records Management; Department of Salaries and Social Insurance; Department of Employment; Department of Overseas Labor Management; Department of People with Meritorious Services; Central Emulation and Commendation Committee; Information Technology Center; Institute of State Organization and Labor Science; State Organization and Labor Magazine; Dan Tri Newspaper.
The above units include administrative organizations assisting the Minister in performing state management functions and public non-business units, serving the state management functions of the ministry.
The Minister of Home Affairs shall issue a decision stipulating the functions, tasks, powers and organizational structure of units under the ministry; submit to the Prime Minister for promulgation a decision on the list of other public non-business units under the ministry as prescribed.
