Proposal to adjust multidimensional poverty standards accurately reflects living costs

Voters proposed to study the national multidimensional poverty line for the period 2026-2030 in the context of fluctuating prices, living costs and inflation.

The Ministry of Agriculture and Environment (MARD) has issued a document responding to voters' petitions in Da Nang after receiving information from the National Assembly's Committee for Petitions and Supervision.

Accordingly, voters proposed to study and review the implementation of Decree No. 351/2025/ND-CP dated December 30, 2025 on national multidimensional poverty standards for the period 2026-2030 in the context of fluctuating prices, living costs and inflation, ensuring that the poverty standard level reflects the reality of people's lives.

At the same time, there should be appropriate support policies to limit the risk of re-poverty, ensure social security (ASXH) for low-income people and vulnerable groups in society.

Regarding the above content, the Ministry of Agriculture and Rural Development said that in the past time, the Party, National Assembly, Government, and Prime Minister have paid attention to leading and directing the promulgation and implementation of many mechanisms and policies on sustainable poverty reduction, new rural construction, supporting production development, creating livelihoods, increasing income and improving people's access to basic social services.

The system of policies and laws is promulgated fully, synchronously, and promptly; resources for implementation are prioritized and allocated through the state budget, national target programs and other legitimate resources.

Along with that, policies focus on supporting poor households, near-poor households, households that have just escaped poverty, vulnerable people, and people in difficult circumstances to access basic social services, develop production, create livelihoods, increase income and improve life.

On December 30, 2025, the Government issued Decree No. 351/2025/ND-CP stipulating the national multidimensional poverty standard for the period 2026-2030.

The national multidimensional poverty line is built on the basis of combining income criteria and the level of shortage in accessing basic social services, ensuring to reflect the minimum living standards of people in accordance with the socio-economic development conditions of the country in the period 2026-2030.

At the same time, it serves as a basis for determining beneficiaries and organizing the implementation of poverty reduction and social security policies.

After Decree No. 351/2025/ND-CP of the Government was issued, the Ministry of Agriculture and Rural Development issued Circular No. 25/2026/TT-BNNMT dated May 27, 2026 guiding the process and methods of reviewing and recognizing poor households, near-poor households, and households escaping poverty according to the national multidimensional poverty standard for the period 2027-2030.

The issuance of the Circular contributes to completing the legal basis for localities to organize reviews, identify the right subjects, ensure publicity, transparency, and unity in implementing poverty reduction and social security policies" - the document signed by Minister of Agriculture and Rural Development Trinh Viet Hung clearly stated.

In the process of researching and developing the above documents, the Ministry of Agriculture and Rural Development has taken into account the reality in the context of fluctuating prices, living costs and inflation, ensuring that the poverty line accurately reflects the reality of people's lives.

The Ministry of Agriculture and Rural Development continues to coordinate with ministries, branches, and localities in the process of organizing the implementation of policies on poverty reduction, social security, and related national target programs.

The implementation of policies to support poor households, near-poor households, and households that have just escaped poverty contributes to ensuring social security and implementing the goal of sustainable poverty reduction.
