The Ministry of Construction has Official Dispatch No. 13388/BXD-QLN, sent to the Ho Chi Minh City National Assembly Delegation on the implementation of policies and laws on social housing development in Ho Chi Minh City.
Regarding the proposal to review and improve the investment process of social housing projects in a synchronous direction from planning, investor selection, construction investment to sale, lease, and lease-purchase; continue to review and amend regulations on procedures, selling prices, rental prices, contracts and management and operation of social housing in a simple, unified and easy-to-implement direction, reducing compliance costs.
The Ministry of Construction said it will record and absorb the proposed contents of the Delegation to review and summarize in the process of completing the Draft Law on Housing (amended), reporting to the Government to submit to the National Assembly for consideration and approval in the October 2026 session, and at the same time continue to concretize in the process of reviewing, amending, and supplementing relevant Decrees and Circulars.
Regarding the proposal to complete the system of standards and regulations for rental housing, worker dormitories and affordable housing models, ensuring requirements on area, safety, fire prevention and fighting, technical infrastructure, social infrastructure and people's quality of life.
The Ministry of Construction said that, implementing the direction of the Prime Minister, on July 28, 2026, the Ministry of Construction issued document No. 297/BC-BXD reporting to the Prime Minister on the results of reviewing national technical regulations and standards for rental housing and multi-story, multi-apartment houses for individuals.
Through review, the Ministry of Construction has proactively completed and issued key technical regulations (such as QCVN 01:2026/BXD on Urban and Rural Planning; Amended 01:2026 QCVN 04:2021/BXD on Apartment Buildings; Decision 1074/QD-BXD dated June 29, 2026 on fire prevention and fighting solutions) to immediately meet the requirements for infrastructure, space and fire prevention and fighting safety.
In the coming time, the Ministry of Construction will continue to coordinate with ministries, branches and localities to review and assess the actual situation of fire prevention and fighting safety, residential density, and technical infrastructure for rental housing, worker dormitories and mini-apartments; on that basis, classify and propose technical solutions and appropriate remedial roadmaps to ensure the safety of people's lives and property.
Regarding the proposal to guide the effective exploitation of state-owned housing funds, unused resettlement housing funds and surplus public assets after arrangement to supplement the supply of social housing, especially rental housing.
According to the Ministry of Construction, on July 30, 2026, the Ministry of Construction issued document No. 302/BC-BXD reporting to the Prime Minister on the situation of management and use of public housing, in which the Ministry of Construction has proposed tasks and solutions to effectively exploit the state-owned housing fund, the unused resettlement housing fund and surplus public assets after arrangement, especially rental housing.
