Commenting on the recruitment and transfer of teachers at all levels of high school, delegate Hoang Van Cuong (Hanoi) said that the most important step in recruitment is how to create a big playground so that all those who want to become teachers have the opportunity to compete.
Delegate Cuong said that if the Department of Education and Training (DET) organizes a common competition for all schools that need to recruit teachers in the whole province, there will be a common measure for all candidates.
At the same time, the management agency will immediately eliminate candidates who do not meet the requirements to become teachers for any school in the province.
Based on the results of the school entrance exam, the communes only select the sufficient number of teachers to be recruited based on the scores of the candidates from high to low.
Teachers who are not admitted to this school can register to another school based on the results of the general exam, helping to increase the number of registrations for schools to select and increase recruitment opportunities for candidates.
In return, if each school and commune organizes the entrance exam themselves, the number of exam questions and exam councils will increase accordingly, not only causing cost and waste, but more worryingly, the quality of exam questions between schools is uneven. This leads to uneven quality of teacher recruitment.
"Sometimes the worse person gets admitted to one school, but the better person fails another. In addition, if each commune and school allows itself to take the entrance exam, candidates from one school will not pass and have to run to another school.
This is both a hard time having to run around taking exams from school to school, and not knowing which school one can be admitted to to register for" - delegate Hoang Van Cuong stated.
From the above analysis, this delegate proposed assigning the Department of Education and Training to organize a general entrance exam for all schools in the province to be effective, fair and help candidates choose more transparently.
Sharing the same view, delegate Pham Hung Thang (Ninh Binh) also agreed to delegate authority to the Director of the Department of Education and Training. However, this delegate suggested that there should be specific regulations to ensure publicity, transparency, and fairness in the recruitment, transfer, and transfer of educational personnel.

Regarding preferential allowances, according to Resolution 71 of the Politburo, preschool and primary school teachers are entitled to a minimum of 70%, the highest is 100% for teachers in particularly difficult areas, border areas, islands, etc. For school staff, the allowance is 30%.
Delegate Hoang Van Cuong said that although he is not a beneficiary of this incentive, he is truly happy for the country's education cause when he is truly cared for by specific policies and regimes, not just honored by words.
"Increasing the treatment regime for teachers is only a small investment for one person, but it benefits hundreds of learners, bringing very high social efficiency" - delegate Cuong emphasized.
