On the afternoon of May 19, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Law on Organization of People's Procuracy (KSND District).
Colonel Nguyen Tam Hung - Member of the National Assembly's Committee for National Defense, Security and External Affairs - agreed with the orientation of organizing the People's Procuracy system into three levels: the Supreme People's Procuracy, the Provincial People's Procuracy and the Regional People's Procuracy, replacing the current four-level model.
According to the delegate, this is a step in line with the policy of streamlining the apparatus, not organizing at the district level, towards effectiveness and efficiency in judicial activities.
However, the delegate emphasized: It is necessary to clearly stipulate the principles of determining the working area of the Regional People's Procuracy to ensure compatible with the People's Court system, avoid overlap and facilitate litigation.
At the same time, the development of a transitional roadmap needs to be clear and synchronous with relevant legal documents so as not to interrupt prosecution activities.
Regarding the conversion between the inspectors and investigators, the delegate highly appreciated the policy of allowing rotation but required the addition of strict regulations on conditions, standards, and principles of conversion - to ensure transparency, objectivity and compliance with the specific professional requirements of each position.
"This is an important factor to control judicial power and improve the quality of investigation and prosecution activities," the delegate emphasized.
Another important content analyzed by the delegate is the authority and duties of prosecutors.
In the trend of expanding the role of prosecutors, it is necessary to specify the authority for each prosecutor's position to avoid abuse or improper use of the position, affecting the quality and responsibility of individuals in performing their duties.
Regarding the mechanism for entrance exams and promotion, the delegate emphasized that the mechanism for promotion exams should be kept as current because this is a practical capacity assessment method, creating motivation for training and improving the assessment team.
At the same time, it is necessary to clearly establish the authority of the National Assembly Standing Committee in issuing regulations on the promotion exam - ensuring consistency in the judicial system.

Delegate Pham Van Hoa (Dong Thap Delegation) said that it is necessary to strictly regulate the appointment of prosecutors to avoid the case of appointing them to work in office, accounting, finance, staff organization, etc.
From there, the delegate proposed to fully and specifically supplement the duties of prosecutors and assign the Chief Justice of the Supreme People's Procuracy to prescribe the duties and powers of prosecutors.
Regarding the prosecutor's rank, the delegate expressed agreement with the proposal of the draft law to continue to maintain 4 prosecutor's ranks. The delegate also proposed to amend the names of intermediate prosecutors, main prosecutors and primary prosecutors to prosecutors.
Regarding the rank promotion, selection of procurators, delegates said that the draft proposal to quit the procurator's rank promotion exam, only stipulating the appointment of the Procurator for the first time to take the exam. In the examination council, delegates said that in the current law, there were representatives of the Vietnam Fatherland Front to participate but the draft did not have.
Therefore, the delegate suggested that the agencies clearly explain this content because in the coming time, the tasks and supervisory powers of the Fatherland Front and its members are very large.
