Continuing the program of the 9th Extraordinary Session, the 15th National Assembly, on the morning of February 15, the National Assembly discussed in the hall the draft Law on Organization of Local Government (amended).
Giving his opinion at the discussion session, delegate Ha Sy Dong (National Assembly Delegation of Quang Tri Province) said that he basically agreed with the contents of the draft Law on Organization of Local Government (amended).
However, Mr. Dong also pointed out points that need to be amended to improve the law. Regarding Article 3, Classification of administrative units and classification of administrative units in mountainous areas, highlands, and islands, Mr. Dong said that administrative units should not be classified.
"The established administrative units need to be based on security, national defense, geopolitics, economy - society, but for a long time, relying purely on population size, natural area, and socio-economic development level is not accurate" - delegate Ha Sy Dong expressed his opinion, and at the same time asked if based on this regulation, the criteria of a densely populated province are more important or the larger area is more important?
Regarding the content of the organizational structure of the People's Committee in Article 36, delegate Ha Sy Dong said that the Government should not regulate the members of the People's Committee but should be clearly regulated in the law. Regarding the organizational structure of the provincial People's Committee, it should not include party committee members who are leaders of departments and branches. Because departments and branches are only specialized agencies advising the People's Committee.
"The organizational structure of the People's Committee should only include the Chairman, Vice Chairman, the heads of the army and the People's Public Security at the same level. Similarly, for People's Committees where People's Councils are not organized, it is also necessary to include heads of the army and people's police at the same level to participate in the organizational structure of the People's Committee" - Mr. Dong proposed.
Also commenting on Article 36, delegate Nguyen Quoc Duyet - Hanoi City Delegation said that content 2 and Clause 1 stating that members of district-level People's Committees including members who are heads of specialized agencies under their People's Committees is not complete. Therefore, he proposed adding military affairs committee members to this content.
Discussing in the hall, delegate Le Xuan Than (National Assembly Delegation of Khanh Hoa Province) said that according to the Government's submission, the People's Committees at the local government level operate under a collective regime combined with the personal responsibility of the Chairman of the People's Committee and each member of the People's Committee.

Receiving the explanation afterwards, Minister of Home Affairs Pham Thi Thanh Tra thanked the National Assembly deputies for giving comments to perfect the Law on Organization of Local Government (amended), and affirmed that the Drafting Committee will revise the project and review to perfect the law.
