The Ministry of Home Affairs has just completed a draft Decree of the Government regulating the organization of public service units to submit to the Ministry of Justice for appraisal.
The draft Decree regulating the organization of public service units is developed to ensure consistency with the new organizational structure of ministries, branches and localities after removing the general department model, rearranging internal units, and at the same time being consistent with the 2-level local government model.
Notably, the Ministry of Home Affairs clearly states the regulations on the number of deputy heads of public service units.
For public service units that self-insure regular and investment expenditures:
The number of deputy heads of units under the organizational structure of ministries and ministerial-level agencies is arranged to be an average of no more than 3 people per unit; other units are implemented according to the Establishment Project (in case of new establishment) or the autonomy Project of the unit that has been approved by competent authorities.
For public service units that self-insure regular expenditures:
The number of deputy heads of units under the organizational structure of ministries and ministerial-level agencies is arranged to an average of no more than 3 people per unit; other units are arranged no more than 3 people;
For public service units that self-insure a part of regular expenditures, public service units with regular expenditures guaranteed by the state budget:
The number of deputy heads of units under the organizational structure of ministries and ministerial-level agencies is arranged to be an average of no more than 3 people per unit.
The units specified in Point a, Clause 1 (except for units under the organizational structure of ministries and ministerial-level agencies), Clause 2 and Point a, Clause 3, Article 2 of this Decree have 20 or less civil servants assigned to no more than 2 deputy levels; have more than 20 civil servants assigned to no more than 3 deputy levels.
The unit specified in Point b, Point c, Clause 1, Point b, Point c, Point d, Clause 3, Clause 4, Article 2 of this Decree shall be arranged with no more than 2 deputy levels.
For grade I hospitals or higher; health service units with the task of controlling and preventing provincial diseases of grade I or higher; general schools with many levels of education with a scale of 40 classes or more will be arranged with no more than 3 deputy levels.
