The Central Organizing Committee has just sent a document to: Provincial Party Committees, City Party Committees, Party Committees directly under the Central Government, Central Party Committees, Central Inspection Committees, the Office of the President, the Supreme People's Court, the Supreme People's Procuracy, the Ministry of Home Affairs, the National Assembly Delegation Work Committee, the Vietnam Fatherland Front Agency and Central organizations on the orientation of the number of deputy heads of agencies and organizations in the political system.
The document clearly states the purpose and requirements for research, regulations on the orientation of the number of deputy cap of agencies and organizations (from secondary cap and equivalent and below) for the period 2030 - 2035.
Implement synchronously and consistently (but not as high) on the number of deputy levels among localities, agencies, organizations, and units in the political system, ensuring that agencies are streamlined, compact, and operate effectively, efficiently, effectively, and efficiently.
The scope of application includes:
(1) Advisory and supporting agencies, public service units of Party committees at all levels; Vietnam Fatherland Front agencies at the central and provincial levels; Vice Chairmen of the Vietnam Fatherland Front, Vice Chairmen of central-level socio-political organizations and Secretaries of the Central Youth Union, Deputy Directors of the Fatherland Front and socio-political organizations at the provincial and commune levels.
(2) National Assembly agencies.
(3) Ministries, ministerial-level agencies, and agencies under the Government.
(4) The Office of the President, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit.
(5) Number of Vice Chairmen of People's Councils, Vice Chairmen of People's Committees at the provincial and commune levels and number of deputy heads in agencies and units of People's Councils, People's Committees at the provincial and commune levels;
(6) Number of deputy secretaries of commune-level Party committees.
After completing the arrangement of public service units in the coming time, research will be conducted to regulate the orientation of the number of deputy levels in public service units under departments, ministries, branches, and agencies at the central and local levels.
According to this document, the orientation of the number of deputy heads of agencies and organizations in the political system must simultaneously ensure the following principles:
The head of an agency or organization decides on the number of leaders of the affiliated agency or organization according to the management decentralization, ensuring the principle that the maximum number of leaders at the department, department, and branch level does not exceed 50% of the number of affiliated and final levels in the organizational system of the agency or organization, the maximum number of leaders must not exceed 50% of the assigned payroll (not applicable to the Fatherland Front agency at the commune level).
Determining the number of deputy heads in agencies and organizations must ensure the principle that the maximum number of deputy heads in an organization under the management of the organization directly above the management of the department (such as: the maximum number of deputy heads and deputy heads of departments of a department, maximum number of department heads of a department under the department, maximum number of department heads of a department under the department, maximum number of department heads does not exceed the number of deputy heads and deputy heads of departments; maximum number of department heads of a department under the department does not exceed the number of deputy heads of departments...).
For agencies and organizations at the same level, the maximum number of deputy heads of agencies and organizations without internal organizations must not exceed the number of deputy heads of agencies and organizations with internal organizations (such as: the maximum number of deputy heads of departments must not exceed the number of deputy heads); the agency or organization with more affiliated focal points can have a higher maximum number of deputy heads.
The document also determines the number of deputy levels in specific agencies and organizations: For agencies and organizations at the central and local levels that do not implement consolidation and merger; For agencies and organizations at the central and local levels that implement consolidation and merger; For communes, wards, special zones...
