The draft Decree of the Government regulating the organization of specialized agencies under the People's Committees of provinces and centrally run cities and the organization of specialized agencies under the People's Committees of districts, towns and cities under provinces and centrally run cities has just been sent by the Ministry of Home Affairs to the Ministry of Justice for appraisal.
The Ministry of Home Affairs said that to ensure urgency, timeliness and connectivity in the process of arranging local professional agencies in sync with the arrangement of ministries and branches at the central level, the Ministry of Home Affairs has developed a Decree with general regulations for professional agencies under the People's Committees at the provincial and district levels.
Some new points clearly stated by the Ministry of Home Affairs in the submission on this draft include the duties and powers of the Chairman of the Provincial People's Committee:
Receive assignment from Provincial People's Committee.
Stipulate the functions, tasks, powers and organizational structure of branches and public service units under the Department, in accordance with Decree No. 158/2018/ND-CP dated November 22, 2018 of the Government regulating the establishment, reorganization and dissolution of administrative organizations and Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization and dissolution of public service units.
Receive the task of inspection, examination, and settlement of complaints and denunciations under the authority of the Provincial People's Committee, ensuring compliance with the authority of the Law on Inspection and the Law on Settlement of Complaints and Denunciations.
Another new point proposed by the Ministry of Home Affairs is the duties and powers of the Chairman of the District People's Committee: Receiving the tasks of inspection, examination, and settlement of complaints and denunciations under the authority of the District People's Committee, ensuring compliance with the authority of the Inspection Law and the Law on Settlement of Complaints and Denunciations.
Review, amend and supplement a number of contents to comply with current legal regulations and the direction of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government in Document No. 05/CV-BCDTKNQ.
