According to the Ministry of Home Affairs, the current recruitment process for civil servants as stipulated in Decree 138/2020 consists of 18 steps, with a minimum duration of 200 days from the date of the recruitment announcement to the date of the recruitment decision, and the maximum duration is not specified.
In the draft Decree amending Decree 138/2020 on the recruitment, use, and management of civil servants, the Ministry of Home Affairs proposes to streamline the recruitment process to 13 steps, reducing the duration to 125 - 145 days.
Thus, according to the new draft, the process will be shortened by 5 steps, reducing the duration by more than 2 months compared to the current regulations.
Additionally, to ensure the recruitment of candidates with higher results when applying for the same job position in different agencies, successful candidates will have the opportunity to choose more than 2 preferences.
Within 20 days from the date the list of successful candidates is publicly announced on the electronic information portal or the website of the competent recruitment authority, the successful candidates must complete and submit their recruitment dossiers to the recruiting agency.
The recruitment dossier includes copies of diplomas and certificates as required by the job position; copies of documents certifying priority subjects, diplomas, and certificates for exemption from foreign language exams (if any). Results of the entrance quality assessment exam (if any).
According to current regulations, successful candidates must submit a judicial record card issued by the competent authority. The Ministry of Home Affairs proposes to eliminate this procedure and shorten the time to complete the dossier by 10 days compared to before.
