The content is amended and completed this time, there are additional regulations on digital conversion in radiation and nuclear safety activities, atomic energy applications; State management tasks on radiation and nuclear safety; Inspection, examination and handling of administrative violations.
The draft also revised and supplemented regulations on security source and nuclear materials. Accordingly, the regulation on responsibilities of organizations and individuals involved in handling situations detecting radioactive sources and nuclear materials are beyond control.
This revision also supplements the responsibility of the head of the nuclear facility; Requirements for design; investing in building a nuclear power plant; Evaluation of technology, radiation safety, safety and security of nuclear power plants; The specific mechanism for the development of Ninh Thuan nuclear power project.
The Government is expected to abolish 25 administrative procedures, corresponding to a reduction of 32.9%. The draft Law on Atomic Energy (amended) does not specify details of administrative procedures assigned to the Government, according to the report.
Notably, this amendment, the Government proposed the decision to decide the investment policy of nuclear power plants (under the authority of the National Assembly according to the Law on Investment, the Law on Public Investment) to the Prime Minister. Preliminary verification, the Standing Committee of the National Assembly's Science, Technology and Environment Committee basically agreed with the need to promulgate the amended Law.
Regarding a number of specific issues, the verification agency agreed with the need and content to promote the development and socialization of atomic energy applications.
However, it is necessary to consider allowing individuals and organizations to invest in establishing radiation facilities and radiation facilities, including radioactive production and processing facilities, because of concerns about the ability to ensure the safety of individuals and organizations.
With safety and security of nuclear facilities, Mr. Le Quang Huy - Chairman of the Committee for Science, Technology and Environment - proposed to supplement the regulations on approval of design for nuclear power plants, nuclear reactors research in Article 30.
The design of the nuclear power plant and nuclear reactor must be appraised and approved by the nuclear authority of the partner's nuclear authority, which takes into account the specific requirements of Vietnam; The Government stipulates that the competent authority shall evaluate.
In case the nuclear power plant and nuclear reactor research are designed by Vietnamese specialized agencies, it is necessary to supplement regulations on compliance with the requirements of nuclear safety and security.
The atomic energy law project (amended) will be submitted to the National Assembly for comments at the 9th session.
