The Director of the Supreme People's Procuracy (VKSND) has just issued Decision No. 06/QD-VKSTC promulgating Regulations on the working apparatus structure, leadership, management and civil servants and public employees of VKSND at all levels.
Decision No. 06/QD-VKSTC stipulates the leadership and management structure of the Provincial People's Procuracy in localities with Directors and Deputy Directors.
In which the number of deputy heads of provincial-level People's Procuracies is specifically regulated as follows:
- The unit of the Provincial People's Procuracy that is not merged has no more than 3 Deputy Prosecutors, including 10 Provincial and City People's Procuracies: Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La, Hue.
- Provincial-level VKSND units that merge 2 units or do not merge but have a large number of cases and incidents have no more than 4 Deputy Prosecutors, including 18 VKSND provinces and cities: Hanoi, Tuyen Quang, Lao Cai, Thai Nguyen, Bac Ninh, Hung Yen, Hai Phong, Quang Tri, Da Nang, Quang Ngai, Gia Lai, Khanh Hoa, Dak Lak, Dong Nai, Tay Ninh, Dong Thap, Ca Mau, An Giang.
- The unit of the Provincial People's Procuracy has merged 3 units with no more than 5 Deputy Prosecutors, including 5 Provincial and City People's Procuracies: Phu Tho, Ninh Binh, Lam Dong, Can Tho, Vinh Long.
- Notably, for the Ho Chi Minh City People's Procuracy, which is the locality that merged 3 units and has the largest number of cases and incidents in the country, there are no more than 6 Deputy Prosecutors.
The decision of the Supreme People's Procuracy also clearly stipulates that in special cases or due to necessary work requirements to transfer, receive, and arrange civil servants and public employees, the Standing Committee of the Party Committee of the Supreme People's Procuracy shall consider and decide on the number of Deputy Procurators of the units but ensure that the total number of deputy procurators of all provincial-level People's Procuracies does not exceed the prescribed number.
The leadership and management structure at the department level under the Provincial People's Procuracy has Heads of Departments, Deputy Heads of Departments and equivalents, the number of deputy heads is as follows:
- The department has from 5 staff to 9 staff with 1 Deputy Head of Department.
- Departments with 10 staff to 20 staff with no more than 2 Deputy Heads of Departments.
- The department has from 21 staff to 30 staff with no more than 3 Deputy Heads of Department.
- Departments with 31 or more staff have no more than 4 Deputy Heads of Departments.
