On October 21, the People's Committee of Dien Bien province held a conference to announce and hand over decisions on seconding civil servants and public employees to work in communes and wards in the province.
This decision is based on the proposal of the Department of Home Affairs after inspecting communes and wards on the implementation of 2-level local government. Accordingly, the Department of Home Affairs proposed to second and increase 97 people to communes and wards to solve the shortage of professional civil servants in each industry and field; at the same time, help communes train and foster the current team of civil servants.
The civil servants and public employees working at specialized agencies and public service units under the Provincial People's Committee will be selected for secondment to work in communes and wards for a period of 6 months, starting from October 20, 2025.
According to Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee, seconding cadres from the province to the commune not only helps to increase the capacity of the grassroots but is also an opportunity for civil servants and public employees to be trained and mature from practice; at the same time, promote their capacity and professional experience to work with the grassroots government to remove difficulties in the current period.
Speaking to Lao Dong Newspaper reporter, Mr. Nguyen Tien Dat - Director of Dien Bien Provincial Department of Home Affairs said that after nearly 4 months of implementing the 2-level local government model, the government apparatus in the province has operated stably and smoothly, gradually demonstrating the superiority and efficiency of the new model.
However, reality shows that in many localities, there is still a shortage of human resources with deep expertise, especially in fields such as: information technology; land; construction; transportation; urban management...
Faced with that reality, the Department of Home Affairs has advised the Provincial People's Committee to carefully, impartially and objectively select cadres with good moral qualities, strong political will, and appropriate professional qualifications to second them to the grassroots.

In the long term, it is necessary to continue to streamline and improve the quality of cadres
According to Mr. Nguyen Tien Dat - Director of the Department of Home Affairs of Dien Bien province, as of the beginning of October 2025, the whole province of Dien Bien had a total of 2,952 commune-level cadres and civil servants. Of which, the Party and mass organizations are redundant compared to the norm of 67 people. The redundant government sector has 98 people.
Thus, the reality shows that in communes and wards, there is a situation of "surplus and shortage" of working personnel. In particular, the total number of cadres and civil servants is more than the prescribed quota but there is a shortage of civil servants with specialized training or professional experience suitable for job positions.
Also according to the Director of the Department of Home Affairs of Dien Bien province, the total number of civil servants still lacking in the fields under the People's Committees at the commune level is 251 people. Communes and wards have proactively reviewed, arranged, and arranged the transfer and secondment of 154 people internally; the rest have chosen the option of seconding 97 civil servants and public employees from the province to help communes and wards in their professional fields.
However, seconding cadres, civil servants and public employees to strengthen their positions in communes is only an immediate solution. In the long term, communes will proactively review and rearrange cadres and civil servants. In which, priority is given to arranging civil servants with expertise and work experience for professional departments.
Communes proactively propose the mobilization and reception of civil servants from communes and other agencies and units to ensure human resources to perform their tasks. It is even possible to recruit civil servants or sign contracts for missing positions if really necessary.
