Dear Comrade To Lam,
On behalf of the Central Committee of the Communist Party of Cuba and on my personal behalf, I would like to send to you the most sincere congratulations on the occasion of your re-election to the position of General Secretary of the Central Committee of the Communist Party of Vietnam. 2. Russian President Vladimir Putin warmly congratulated Comrade To Lam on the occasion of his continued election as General Secretary of the Central Committee of the Communist Party of Vietnam, affirming the voting results affirming political prestige, deep recognition of the General Secretary's contributions in building and implementing Vietnam's strategic guidelines for rapid socio-economic development and protecting Vietnam's interests in the international arena.
President Vladimir Putin affirmed that Russia appreciates the personal contribution of the General Secretary in strengthening the Vietnam-Russia Comprehensive Strategic Partnership, emphasizing that the two leaders will continue to develop cooperation in all aspects for the benefit of the people of the two countries, for stability and security in the Asia-Pacific region.
3. In a letter to Comrade To Lam on the occasion of his re-election as General Secretary of the Central Committee of the Communist Party of Vietnam, Chairman of the United Russia Party Dmitry Medvedev emphasized the high trust that party members have placed in Comrade To Lam, showing worthy recognition for the outstanding contributions of the General Secretary to the prosperity of Vietnam and strengthening Vietnam's international prestige. Chairman of the Liberal Democratic Party of Japan, Japanese Prime Minister Takaichi Sanae congratulated the 14th National Congress of the Communist Party of Vietnam on being solemnly and successfully held and sent congratulations to General Secretary To Lam on being re-elected to the Politburo and holding the position of General Secretary of the Central Committee of the Communist Party of Vietnam newly elected at this Congress.

5. Belarusian President Aleksandr Lukashenko emphasized that the Central Executive Committee's absolute unanimous re-election of Comrade To Lam as General Secretary of the Central Executive Committee of the Communist Party of Vietnam is proof of the great achievements in the General Secretary's activities, affirming the Party and people of Vietnam's belief in the socio-economic development of the country in the coming time under the leadership of the General Secretary.

7. In the Congratulatory Letter, First Secretary of the Central Committee of the Communist Party of Belarus Sergey Syrankov warmly congratulated Comrade To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam, expressing the deep trust of party members in the leadership of the General Secretary.
