On the afternoon of November 7, Vice Chairman of the National Assembly Nguyen Khac Dinh reported to the National Assembly on adjusting the program of the 8th Session of the 15th National Assembly.
Accordingly, based on the actual preparation situation, on the basis of the proposal of the Government, the agencies of the National Assembly and relevant agencies, after careful consideration, the Standing Committee of the National Assembly proposes that the National Assembly allow the adjustment of the program of the 8th Session, 15th National Assembly, as follows:
Supplementing the submission to the National Assembly for consideration and approval of the draft Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
This content is expected to be presented and discussed in groups on the morning of November 13, 2024; discussed in the hall on the morning of November 21, 2024; and voted on November 30, 2024.
The National Assembly Standing Committee found that the draft Resolution prepared by the Government was qualified to be submitted to the National Assembly.
The consideration and issuance of the Resolution at this Session aims to promptly remove difficulties in implementing investment projects and commercial housing business in cases of receiving land use rights or having land use rights to implement commercial housing projects.
Ensuring fairness in land access among investors, creating an open and favorable environment for implementing commercial housing projects, contributing to the development of housing supply, better meeting people's needs.
Adjust the time for the National Assembly to listen to the presentation of the report, the inspection report and discuss in groups on the draft Resolution of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the inspection, examination and judgment conclusions in Ho Chi Minh City, Da Nang and Khanh Hoa to the meeting on November 13, 2024.
The Standing Committee of the National Assembly proposed that the National Assembly allow a private meeting during the process of the National Assembly considering and approving this draft Resolution because the dossier contains state secrets.
Add a video clip showing about the high-speed railway project on the North-South axis to provide more information for the National Assembly to discuss this content.
The National Assembly Standing Committee has also planned to adjust the order and timing of some contents to ensure suitability.
"The addition and adjustment of the above contents does not change the total working time of the National Assembly Session," Vice Chairman of the National Assembly Nguyen Khac Dinh emphasized.
At the meeting, the National Assembly voted to approve the adjustment of the 8th Session's program by electronic voting.
As a result, 425 delegates participated in the vote (equal to 88.73% of the total number of National Assembly delegates); 423 delegates approved (equal to 88.31% of the total number of National Assembly delegates); 2 delegates did not vote (equal to 0.42% of the total number of National Assembly delegates).
Thus, the National Assembly has approved the adjustment of the program of the 8th Session.
