People are the center, the subject
Building and perfecting the socialist rule of law state is a very broad category, but this content has been concretized in the book "The National Assembly in the process of innovation to meet the requirements of building and perfecting the socialist rule of law state of Vietnam".
Sharing his feelings about the book, Associate Professor Dr. Nguyen Hong Vinh, former member of the Party Central Committee, National Assembly Delegate of the 10th and 11th terms, said that the issue of the socialist rule of law state had been mentioned before, but by the time comrade Nguyen Phu Trong held the position of National Assembly Chairman and General Secretary, this content had been researched, summarized from practice, and successively concretized the content of the socialist rule of law state of Vietnam.
The Vietnamese State sets the highest goal of serving the interests of the people, with the people being the subject of the process of activities led by the Party and managed by the State.
The people must be the central figure in all research and direction of the Party and the State. The Party and the State are responsible for setting out policies, guidelines, and State management to enable the people to exercise their rights (masters).
Through direct or indirect democracy, the people exercise their mastery by electing State agencies; at the same time, they have the right to supervise all activities of that State, as well as that leading Party.
Regarding issues related to national interests, people's livelihood, and important national issues, the people have the right to speak up and make recommendations to handle those who violate the interests of the people and the country.
Mr. Nguyen Hong Vinh said that throughout the entire process of late General Secretary Nguyen Phu Trong, together with the Party Central Committee and the Politburo, drafting documents, that spirit was demonstrated.
The Party leads the State by appointing Party leaders with sufficient capacity and qualities to participate in the State apparatus, implementing all Party policies and guidelines into reality. The Party leads by example, first of all as the leader, as the servant of the people.
The State manages by concretizing mechanisms and policies that are appropriate to the reality of each period and must listen to National Assembly deputies as well as people's opinions before each policy.
There are big issues that need to be consulted with the entire population, such as before drafting laws or important national issues. The State must listen, gather to adjust, supplement, and perfect practical mechanisms and policies that serve the entire Party's guidelines and viewpoints.
“The Party, the State, and the people are three closely related relationships, but the people are the subject and center of these three relationships. Whether we achieve the goals and targets of each term or not depends on the consensus, support, and approval of the people,” Mr. Nguyen Hong Vinh emphasized.

The late General Secretary Nguyen Phu Trong was a talented intellectual with a great mind, full of courage, scientific thinking that went beyond conventional thinking; words matched actions; erudite theories combined with rich and lively practical activities.
With that level of knowledge, the author can clearly, concisely, and coherently explain the strategic issues of the era, not only domestically but also internationally, which has conflicting theories.
Effective dissemination and creation of books about the National Assembly
Deputy Head of the Central Propaganda Department Dinh Thi Thanh Mai emphasized that researching, thoroughly understanding and propagating the core contents of the book has extremely profound significance.
Not only does it promote core values, viewpoints and ideas on building a socialist rule-of-law state, but it also creates a broad political movement to mobilize and attract the intelligence of cadres, party members and people to participate in contributing ideas and building the 14th Congress Documents.
The first is to summarize the theory and practice of 40 years of implementing the renovation process in building and perfecting the socialist rule of law state. Therefore, disseminating the core contents of the book is of great significance.
To do this, Deputy Head of the Central Propaganda Department Dinh Thi Thanh Mai suggested that it is necessary to promote propaganda and introduce the book's content on mass media so that National Assembly deputies, officials, voters and people at home and abroad can understand the Party's viewpoints and thoughts on building and perfecting a socialist rule-of-law state.
Organize scientific seminars, symposia, and forums in direct and online forms to analyze and clarify the theoretical value of the book; at the same time, discuss solutions to concretize the Party's viewpoints and policies on building and perfecting a socialist rule-of-law state.
Apply to carry out political tasks, build the political system, and soon realize the goals set forth by the Resolution of the 13th National Party Congress.
