This is one of the noteworthy contents in the Report on the work in 2025 and the implementation of tasks in 2026 of the Ministry of Home Affairs.
Accordingly, salary and social insurance work is always closely monitored by the Ministry to promptly research and adjust the base salary and regional minimum wage to ensure the lives of salaried people, create motivation to work, and maintain social and labor market stability in the past year.
The Ministry also guides localities to implement measures to strengthen compliance with labor laws and promote harmonious and stable labor relations.
Regarding the implementation of social insurance policies, to date, the number of people participating in social insurance is about 19.83 million people, the number of workers of social insurance age is 41.1%, reaching the target set according to Resolution No. 28-NQ/TW, especially for the goal of developing subjects participating in voluntary social insurance, it has exceeded the set target.
In addition, labor and employment work is deployed synchronously, closely linked to socio-economic development and labor structure shift. The labor market is gradually recovering and developing stably; labor demand forecasting, supply-demand connection, and job creation support for workers are close to reality.
The urban area unemployment rate in the year is 2.39%, the whole year 2025 maintains the target below 4%; the unemployment rate in the working age is 2.22% (down 0.03% compared to the same period last year).
At the same time, the unemployment rate in working age is 1.65% (down 0.34% compared to the same period last year); the average monthly income of workers is 8.31 million VND/month, an increase of 756,000 VND compared to the same period last year.
Overseas labor management has many innovations, the Ministry of Home Affairs focuses on studying the policies and laws of countries on receiving workers, migrants and foreigners to work in other countries to proactively advise competent authorities to ensure the effective implementation of receiving and sending workers to work abroad, protecting the legitimate rights and interests of Vietnamese workers abroad.
In parallel with maintaining and strengthening labor cooperation with traditional markets, the Ministry of Home Affairs promotes negotiations and expands labor markets with high skills and technical qualifications, especially in European countries.
In 2025, the total number of Vietnamese workers going to work abroad is 144,345 workers, of which 48,784 are female workers, exceeding 111% of the 2025 plan (the plan is 130,000 workers).
In 2026, the Ministry of Home Affairs will continue to maintain the stability of traditional markets, expand to high-income markets, suitable to the qualifications and skills of Vietnamese workers...
Regarding job creation in the country, the Ministry of Home Affairs said it will strengthen supply and demand connections, strongly develop the labor market; do a good job of labor safety and hygiene and strengthen the management of foreign workers in Vietnam.
