On December 31, 2025, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu signed and issued the Conclusion of the Politburo and the Secretariat on the situation and operating results of the political system and local government at 2 levels (Conclusion No. 228-KL/TW).
The conclusion stated at the meeting on December 30, 2025, after listening to the report of the Central Organization Committee on the situation and operating results of the political system and local government at 2 levels in December 2025 (Report No. 613-BC/BTCTW, dated December 29, 2025), the Politburo and the Secretariat basically agreed with the recommendations and proposals mentioned in the Report of the Central Organization Committee on the situation and operating results of the political system and local government at 2 levels in December 2025.
Also according to the Conclusion, the Politburo and the Secretariat requested Party committees, Party organizations, agencies, units, and localities at all levels to continue:
Strengthen management, inspection, and examination of the arrangement, arrangement, and handling of headquarters and public assets of agencies, organizations, and units under management, to prevent loss and waste.
Promote training and fostering to improve the qualifications, skills, professional expertise, management and administration capacity and sense of responsibility of commune-level officials and civil servants, especially in the fields of finance, land, planning, and information technology.
Focus on improving information and propaganda work on the effectiveness of the operation of local authorities at 2 levels, promptly commending and replicating good models, contributing to consolidating people's trust and creating high consensus in society.
The Politburo and the Secretariat assigned the Party Committee of the Fatherland Front and central mass organizations to preside over and coordinate with the Central Organization Committee and relevant agencies to summarize and advise on amending and supplementing Decision No. 304-QD/TW, dated June 10, 2025 of the Politburo on the functions, tasks, and organizational structure of the Central Committee of the Vietnam Fatherland Front to be appropriate and practical.
In the conclusion, the Politburo and the Secretariat assigned the Central Organization Committee to urgently advise and submit to the Secretariat for promulgation a document on amending and supplementing Decision No. 128-QD/TW, dated December 14, 2004 of the 9th Party Central Committee on the salary regime for cadres, civil servants, public employees of Party agencies, the Front and mass organizations.
The conclusion also clearly states the requirement for Party committees, agencies, and units directly under the Central Government to study and review the recommendations of agencies, units, and localities to guide, resolve immediately or advise, propose allocation plans, timelines for handling, removing difficulties and obstacles, and fully inform agencies, units, and localities; periodically report the progress and results of implementation to the Central Steering Committee summarizing Resolution 18 (through the Central Organization Committee).
