Adjusting the subsidy level for demobilized and discharged soldiers

The new circular regulates the adjustment of allowances for soldiers and people working in secretarial work who receive salaries similar to those for soldiers who have been demobilized, discharged, or quit their jobs.

The Ministry of National Defense has just issued Circular 53/2024/TT-BQP regulating the adjustment of monthly allowances for soldiers and people working in secretarial work who receive salaries similar to those for soldiers who have been demobilized, discharged, or quit their jobs.

This Circular takes effect from November 1, 2024. The provisions of this Circular shall be implemented from July 1, 2024.

According to the Circular, this monthly subsidy adjustment applies to the following subjects:

Demobilized and discharged soldiers are receiving monthly allowances according to the provisions of Decision No. 142/2008/QD-TTg dated October 27, 2008 of the Prime Minister on implementing the regime for soldiers participating in the resistance war against the US to save the country with less than 20 years of service in the Army who have been demobilized and discharged and returned to their localities; Decision No. 38/2010/QD-TTg dated May 6, 2010 of the Prime Minister on amending and supplementing Decision No. 142/2008/QD-TTg;

Military personnel and people working in secretarial work who receive salaries similar to those of demobilized, discharged, or retired military personnel who are receiving monthly allowances according to the provisions of Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for those who participated in the war to protect the Fatherland, performed international missions in Cambodia, and helped Laos after April 30, 1975 and have been demobilized, discharged, or retired;

The Circular clearly states that the monthly allowance for June 2024 will be increased by 15% for the subjects specified in Clauses 1 and 2 above, according to the following formula:

The monthly allowance for the above subjects after being adjusted to increase is as follows:

- From 15 years to under 16 years, the subsidy level is 2,628,000 VND/month;

- From 16 years to under 17 years, the subsidy level is 2,746,000 VND/month;

- From 17 years to under 18 years, the subsidy level is 2,868,000 VND/month;

- From 18 years to under 19 years, the subsidy level is 2,988,000 VND/month;

- From 19 years to under 20 years, the subsidy level is 3,105,000 VND/month.

The Circular clearly states that the budget for implementing monthly allowance adjustments for the subjects specified in this Circular is guaranteed by the State budget. The Ministry of Finance ensures the budget at the request of the Ministry of Labor, War invalids and Social Affairs to authorize the Department of Labor, War Invalids and Social Affairs of provinces and cities to pay to the subjects.
