Removing the request to confirm 9-digit identity card number, identification number has been cancelled from March 15

One of the official policies taking effect from today is to remove the 9-digit identity card number confirmation requirement, the identification number has been cancelled.

Decree 58/2026/ND-CP amending and supplementing a number of contents of Decree 70/2024/ND-CP detailing the implementation of the Law on Citizen Identification takes effect from March 15.

Accordingly, Clause 7, Article 5 of this Decree has amended Article 12 of Decree 70/2024 on confirming information of 9-digit identity card (ID card), personal identification number (ID card).

Accordingly, the 9-digit ID card number and ID card number that have been deinitiated are encoded and integrated into the QR code on the ID card, in the storage part of the ID card, and on the national identification application (VNeID).

Agencies, organizations, and individuals scan QR codes on ID cards, exploit information in the storage department of ID cards, exploit information on the VNeID application and use information of 9-digit ID card numbers, denied ID card numbers that can be traced through QR codes, in the storage department of ID cards, exploit information on the VNeID application to serve the resolution of administrative procedures, public services, transactions and other activities; it is not allowed to require citizens to provide confirmation of the 9-digit ID card number, denied ID card number.

Thus, from March 15, the information of the 9-digit ID card number and the canceled ID card number will not only be encoded in the QR code but also integrated into the storage part of the ID card and on the VNeID application.

In addition, Decree 58/2026/ND-CP also clearly states that agencies, organizations, and individuals are allowed to exploit information of 9-digit ID card numbers and destroyed ID card numbers through: Scanning QR codes on cards; Exploiting in the card's storage department; Exploiting information on the VNeID application.

In addition to the above content, Decree 58/2026 also amends and supplements Clause 5, Article 20 of Decree 70/2024 on the order and procedures for integrating information into identification cards for cases where people under 6 years old request to issue, reissue, reissue identification cards, citizens request to reissue identification cards when they lose their identification cards or identification cards are damaged and cannot be used or reissue identification cards due to changes in administrative boundaries through the National Public Service Portal, VNeID Application.

Accordingly, citizens or legal representatives of people under 6 years old choose the information to be integrated and send it along with the application dossier for issuance, exchange, and re-issuance of ID cards;

The ID card management agency of the Ministry of Public Security shall inspect, compare, and authenticate information requested for integration through the ID card database, national database, specialized database and implement integration for successful authenticated information;

The ID card management agency of the Ministry of Public Security announces the results of information integration when returning ID cards to citizens;

Citizens or legal representatives of people under 6 years old shall pay the integrated fee, update, and adjust information on the ID card and delivery service fee according to the provisions of law on fees and charges.
