On March 16, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense received a petition from voters of Lam Thao district (Phu Tho province) reflecting that Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister on regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 to be demobilized, discharged, and quit their jobs. The time of the war in the war to protect the Fatherland and perform international duties at the northern border to enjoy the regime was from February 1979, to December 31, 2018.
Voters recommended that for soldiers who enlisted after 1988 and also participated in the war to protect the Fatherland in 1989, they were not considered and enjoyed the regime according to Decision 62/2011/QD-TTg, and suggested that the Ministry of National Defense study and pay attention to these subjects.
The Ministry of National Defense also received recommendations from voters in Quang Ninh province, saying that currently, many cases of soldiers enlisted after April 30, 1975 participating in border protection, life conditions are still difficult but have not yet enjoyed health insurance.

At the same time, those who participate and join the army after December 1988 are not currently entitled to the same allowance regime as those specified in Decision No. 62/2011/QD-TTg.
Voters recommended that the Ministry of National Defense preside with relevant ministries and branches to review the list of subjects mentioned above. At the same time, study and consider proposing to competent authorities to regulate the health insurance regime for soldiers enlisted after April 30, 1975 participating in border protection; expand the beneficiaries of regimes and policies according to Decision No. 62/2011/QD-TTg.
Responding to this proposal, the Ministry of National Defense said that according to the provisions of Decision No. 62/2011/QD-TTg, one of the conditions for enjoying the regime and policy is that subjects must have time directly on combat missions, combat service in the Southwestern border, the Northern border, and the task of searching for Fulro in the Central Highlands within the prescribed area and time; not all subjects working and performing missions during the period of national defense are entitled to the regime.
In particular, the international service period (assisting Laos from May 1975 to December 31, 1988; performing international missions in Cambodia from January 1979 to August 31, 1989) for a number of units performing special missions of the Ministry of National Defense and the Ministry of Public Security is specified in the list by the Minister of National Defense and the Ministry of Public Security.
Therefore, according to the Ministry of National Defense, the proposal to study and consider expanding the beneficiaries of the regime and policies according to Decision No. 62/2011/QD-TTg for subjects participating in and enlisting in the army after December 1988 is not consistent with the conclusion of the Politburo and Decision No. 62/2011/QD-TTg mentioned above.
The regulation of subjects and conditions to enjoy the above-mentioned regimes and policies has been carefully studied by ministries and branches, reported to the Government Party Committee to submit to the Politburo for policy, the Prime Minister to issue a Decision; in accordance with the nature and characteristics of the war to protect the Fatherland, perform international tasks and the country's economic conditions; and balance in the overall current regimes and policies.
