The Ministry of National Defense is seeking opinions on a draft Circular on leave for officers, professional soldiers, workers and defense officials.
Accordingly, the Circular stipulates the leave regimes, the authority to resolve, register, manage, and suspend the leave regime for officers, professional soldiers in active service, defense workers, and defense officials in agencies, units, and organizations under the Ministry of National Defense.
The draft Circular clearly states that soldiers, workers and defense officials are entitled to the following allowances: Daily leave outside of working hours; Weekly leave; Annual leave; Special leave; Festival and Tet holidays; Nursing leave; Retirement leave.
In addition to the prescribed leave, soldiers, workers and national defense officials are entitled to sick leave, maternity leave, occupational accidents, and occupational diseases according to the provisions of the law on social insurance and occupational safety and hygiene.
When implementing the prescribed leave regimes, soldiers, workers and national defense officials are allowed to leave the camp; receive salaries and allowances (if any) according to current regulations.
Regarding weekly leave:
Every week, soldiers, workers and defense officials have Saturdays and Sundays off. When the unit performs training tasks, is ready to fight or due to the requirements of other tasks, commands the regiment and equivalent or more, based on the specific situation of the unit, organizes the implementation of a suitable weekly leave regime.
Annual leave regime:
The draft Circular also mentions the annual leave regime for soldiers, workers and defense officials under 15 years of service with 20 days off.
Regarding the authority to resolve leave regimes:
Regiment commanders, regimental Political Commissars and equivalent or higher shall resolve for soldiers, workers and defense officials under their authority;
Officers holding positions from Regiment Commander, Political Commissar of the regiment and equivalent or higher are directly decided by the commander and political committee at the higher level.
