Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 14/CD-TTg dated February 11, 2025 on organizing a working delegation of Government members to work with localities to promote production and business, public investment, import and export, national target programs, striving to achieve and exceed the growth target for 2025.
According to the telegram, 2025 is of special importance, a year of acceleration, breakthrough, and finishing, the final year of implementing the 5-year socio-economic development plan 2021-2025 and preparing and consolidating the foundation, creating the premise for our country to enter a new era - an era of striving to develop a rich, civilized, and prosperous nation.
To promptly remove difficulties and obstacles, boost production and business, strongly promote public investment, import and export, 3 national target programs, strive to achieve and exceed the growth targets set for 2025, the Prime Minister requested:
Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies periodically every quarter (or when necessary) continue to organize working delegations to work with localities.
In particular, focusing on urging the implementation of growth scenarios for each locality in 2025 assigned in Resolution No. 25/NQ-CP of 2025 of the Government to successfully achieve the national growth target of 8% or more in 2025, creating a solid foundation to achieve double-digit growth in the period 2026-2030.
Pay special attention to guiding localities to promote public investment disbursement, use public investment to lead private investment, renew traditional growth drivers (investment, consumption, export), promote new growth drivers such as digital economy, green economy, circular economy, creative economy, sharing economy, etc.
Check and urge localities to develop quarterly growth scenarios to achieve the annual target. Diversify markets, supply chains, and production chains to remove output for production and business.
Review and comprehensively evaluate the results of handling local recommendations at previous meetings, clearly identify issues that have not been handled or have not been completely handled, and identify objective and subjective causes (especially the implementation of private investment projects, public-private partnership investment and public investment projects that are still pending and prolonged).
From there, specific tasks and solutions are proposed to resolve and handle in the spirit of "5 clear: clear people, clear work, clear responsibility, authority, clear deadline, clear product".
Continue to grasp and handle according to authority or propose competent authorities to handle difficulties and obstacles, promote production and business, create jobs and livelihoods for people, disburse public investment capital, import and export, build infrastructure, social housing, emulation movement to eliminate temporary and dilapidated houses, national target programs in the area.
Report to the Prime Minister the results of the work no later than 3 days after the end of the working trip; simultaneously send to the Ministry of Planning and Investment and the Government Office for synthesis.
Proposing that the Secretaries of Provincial and Municipal Party Committees and Chairmen of People's Committees of provinces and centrally-run cities preside over the preparation of working reports with the working delegation of Government members.
