On February 6, at the National Assembly House, a conference of the Standing Committee of the National Assembly Party Committee with the Standing Committee of the Government Party Committee took place on the 9th extraordinary session of the 15th National Assembly.
Speaking at the conference, Politburo member and Prime Minister Pham Minh Chinh affirmed that the goals set by the Central Executive Committee, the Politburo, the Secretariat, and the direction of General Secretary To Lam are the two sides to closely coordinate and do many things in a short, effective but strict manner in terms of principles and procedures.
The Prime Minister emphasized that the 9th extraordinary session demonstrates the spirit of having a job and having problems must be resolved. And what has been done and resolved must come to an end, effectively.
The head of the Government stated that looking back at the extraordinary sessions that are suitable to reality, solving practical problems and solving people's aspirations. The Party's goal this time is to streamline the apparatus according to Resolution 18, which is a revolution in the apparatus. The apparatus is more streamlined and human quality is better.
Implementing the Resolution of the 13th National Party Congress, related to socio-economic development, the Central Committee and the Politburo also proposed to review the set targets.
Accordingly, in the past 4 years and this year, the set targets have been achieved or not. For those that have not been achieved, there must be a solution to achieve which targets have been achieved, then the quality must be improved effectively.
The Prime Minister said that the most difficult of the targets and implementation is the growth target and to achieve the goal of 8% or more in 2025, it is necessary to devote effort to one of the three strategic breakthroughs, which is institutional breakthroughs.
According to the Prime Minister, the two sides need to continue to coordinate effectively, effectively, and principle of law-making in the spirit of maximum decentralization and delegation of power; know which and where to manage.
Along with decentralization and delegation of power, it is necessary to allocate resources, improve implementation capacity and strengthen supervision and inspection, reduce administrative procedures, reduce unnecessary administrative procedures and fight negativity, corruption, waste, etc.
Regarding the draft laws submitted at the 9th Extraordinary Session, the Prime Minister basically agreed with the opinions discussed; he believed that the procedure for promulgating legal documents should be simpler, to quickly put them into practice, increase decentralization, and individualize individual responsibilities.
The Prime Minister requested relevant ministries to promptly complete the records of the missing contents according to the proposal, ensuring the inspection process of the National Assembly agencies.
The head of the Government hopes that the agencies of the Government and the National Assembly will continue to closely coordinate and promote the spirit of having done well, then they must do better with the spirit of putting the interests of the nation, the people first and foremost.
Concluding the conference, Politburo member and National Assembly Chairman Tran Thanh Man emphasized that from now until the opening of the 9th Extraordinary Session, there is not much left, it is suggested that it is necessary, "running at the same time, lining up", increasing overtime, both Saturdays and Sundays to complete the contents to submit to the National Assembly for comments at the session.
