On the morning of February 19, the National Assembly passed a Resolution to pilot a number of mechanisms and policies to remove obstacles in science, technology, innovation and national digital transformation, with the majority of delegates in favor.
The Resolution consists of 4 chapters and 17 articles, including many important policies to support science, technology and digital transformation.
Including a policy to support the financial construction of the first factory to serve the research, training and production of semiconductor chips.
Enterprises investing in small-scale, high-tech chip manufacturing plants serving research, training, and production of specialized semiconductor chips will receive support if they meet the requirements of the Prime Minister, as follows:
Support 30% of the total direct investment of the project from the central budget in case the acceptance plant is put into production before December 31, 2030. The total support level does not exceed 10,000 billion VND;
During the project preparation and implementation period, more than 10% of the annual allocated income is calculated for the enterprise's Science and Technology Development Fund, but not exceeding 20% of the enterprise's income tax calculation. The total amount of allocated amount does not exceed the total investment of the project.
The Resolution also stipulates land allocation by land allocation without auctioning land use rights, without bidding to select investors to implement projects using land for the tasks specified in Clause 1 of this Article.
The Prime Minister decides to select enterprises to perform the tasks specified in Clause 1 of this Article and decides on the specific support level for that enterprise.
The support policies specified in this Article are applied until December 31, 2030.
The Resolution also stipulates regulations related to: Funding for scientific research and technology development according to the fund mechanism; Spending allocation in implementing scientific research and technology development; Property ownership, management and use of scientific research and technology development results, equipment assets to perform science and technology tasks; commercialization from the results of scientific research and technology development; Using the central budget to deploy shared digital platforms and appointing bidding for digital transformation projects; Policy on developing international telecommunication cables at sea with the participation of Vietnamese telecommunications enterprises or investors; piloting the control of telecommunications services using low-level satellite technology; Supporting the construction of the first factory to serve research, research and development of chip production...
