On the afternoon of August 18, in Hanoi, the Supervisory Delegation on the topic "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" had a working session with the Ministry of Justice.
Deputy Minister of Justice Nguyen Thanh Tu said that the Law on Environmental Protection 2020 has assigned the Government, the Prime Minister, ministries and ministerial-level agencies to develop and promulgate 9 detailed regulations.
These documents have been fully issued. The Ministry of Justice's comments and appraisal of projects and draft legal documents in the field of environmental protection ensures progress in terms of time and meets quality requirements.
Also according to Deputy Minister Nguyen Thanh Tu, the Ministry of Justice has reviewed and collected statistics on 24 contents with difficulties and problems related to the Law on Environmental Protection.
The Ministry of Justice has requested the Ministry of Agriculture and Environment to study these problems and make maximum amendments in the process of developing 1 law amending 15 laws, which will be submitted to the National Assembly in the coming time.
In his speech, Vice Chairman of the National Assembly Le Minh Hoan emphasized that Resolution No. 66-NQ/TW of the Politburo on innovating the work of law-making and enforcement to meet the requirements of national development in the new era has demonstrated a new, breakthrough thinking on law-making and enforcement.
The Ministry of Justice plays an important role and great responsibility in implementing this Resolution, especially in building and perfecting the general legal system, including the law on environmental protection.
The Vice Chairman of the National Assembly noted that the Ministry of Justice regularly conducts inspections and reviews of documents in the field of environmental protection. At the same time, proactively research and propose amendments and supplements to the Law on Environmental Protection and other laws, ensuring that law making is linked to practical requirements and making effective and feasible proposals and recommendations.
Along with that, the Ministry of Justice needs to innovate thinking and orientation in law-making; closely linking law-making and enforcement. This will contribute to promptly removing new potential bottlenecks and in line with the new context of local government at both levels.
This is an extremely important issue, deciding the effectiveness and efficiency of state management and the organization of law enforcement on environmental protection - Vice Chairman of the National Assembly emphasized.
To promote its role, the Ministry of Justice needs to take the lead in implementing Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation in law-making and enforcement.
The Vice Chairman of the National Assembly suggested continuing to pay attention to training high-quality human resources to meet new requirements in law making and enforcement.
