Enhancing national competitiveness

On the afternoon of June 30, at the Party Central Committee Headquarters, the Central Steering Committee for Foreign Affairs and International Integration (Steering Committee) held the first Meeting. General Secretary, President To Lam - Head of the Steering Committee chaired the Meeting.

Also attending were Politburo members: Prime Minister Le Minh Hung, Standing Deputy Head of the Steering Committee; National Assembly Chairman Tran Thanh Man, Deputy Head of the Steering Committee; Standing Secretary of the Secretariat Tran Cam Tu, Deputy Head of the Steering Committee.

At the Meeting, General Secretary and President To Lam assessed that foreign affairs and international integration work since the 14th National Party Congress has achieved many important and substantial results and said that there is still much work to be done.

General Secretary and President To Lam emphasized that the world context is changing rapidly and complexly, foreign affairs and international integration must be forecast early, advise quickly and accurately, and act proactively, while the requirement for national development to 2030, with a vision to 2045, is with great aspirations and very high goals. Foreign affairs and international integration must serve more directly for development, strategic autonomy and improving national competitiveness.

Speaking at the meeting, on the task of promoting diplomacy to serve development and double-digit growth, Prime Minister Le Minh Hung said that the working program of the Steering Committee should prioritize maintaining traditional markets, expanding new markets, promoting the attraction of high-quality foreign investment, ensuring energy security, and the country's strategic autonomy.

Placing high expectations on Vietnamese representative agencies abroad, responsibility to the Ambassadors, Prime Minister Le Minh Hung proposed to further enhance the spirit of proactive contribution, creating specific and practical results, serving practically the country's development goals.

Highly appreciating the foreign affairs and international integration work implemented in the past time, National Assembly Chairman Tran Thanh Man proposed that in the period 2026 - 2030, it is necessary to complete and promulgate legal documents regulating the activities of 3 foreign affairs pillars: Party foreign affairs, state diplomacy and people's foreign affairs; as well as promote the development of diplomatic forms; it is necessary to strengthen supervision of the implementation of international treaties and international agreements.

Highly appreciating the leading role of the Ministry of Foreign Affairs as the standing agency of the Steering Committee, Standing Secretary of the Secretariat Tran Cam Tu noted that it is necessary to improve the effectiveness of foreign affairs and international integration, especially in expanding the country's development space. Party foreign affairs play a very important role, especially in consolidating political trust, strategic orientation, contributing to depth in the country's foreign relations.

Elevating Vietnam in the new era

Concluding the Meeting, General Secretary and President To Lam requested that the Steering Committee should promote the leadership mechanism, strategic direction, and coordination to handle major, new, difficult, inter-sectoral, and inter-field issues beyond the authority of a specific agency.

The General Secretary and President assigned the Standing Agency, the Ministry of Foreign Affairs, to receive opinions at the Meeting, and complete the document in the direction of clarifying authority, clarifying procedures, clarifying focal points, clarifying responsibilities, clarifying monitoring and inspection mechanisms, and establishing implementation discipline according to the 6-clear motto (clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority).

Regarding immediate tasks to focus on in the last 6 months of 2026, the General Secretary and President clearly stated that it is necessary to immediately complete the basic documents for the Steering Committee to operate uniformly and effectively; assign the Standing Agency of the Steering Committee to preside over and coordinate with the Ministry of Justice, the Ministry of Industry and Trade, relevant departments, ministries, branches, and localities to comprehensively review the implementation of commitments, international treaties, and important international agreements; organize a preliminary review of 1 year of implementing Resolution 59; prepare to build a comprehensive foreign policy strategy at a new height.

The Steering Committee must immediately get to work, thoroughly grasp the spirit of "saying is doing, doing immediately, doing right, doing decisively, doing to the end and doing effectively", building the Steering Committee to truly become a strategic leadership and direction mechanism, coordinating unifiedly, urging drastically, and strictly inspecting, contributing to bringing foreign affairs and international integration to serve more practically the country's development, national defense and raising Vietnam's level in the new era.
