On the afternoon of June 15, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man chaired a working session with the Ministry of Foreign Affairs, the National Defense, Security and Foreign Affairs Committee, and the National Assembly Office to strengthen coordination in advising, serving and organizing foreign affairs activities of the National Assembly.
Concluding the working session, National Assembly Chairman Tran Thanh Man highly appreciated the proactive and responsible coordination of the Ministry of Foreign Affairs, the National Defense, Security and Foreign Affairs Committee, and the National Assembly Office, especially in the transitional stage of implementing Conclusion No. 111 of the Politburo.
Unify the motto: "Three agencies, one goal: advising and best serving the foreign affairs activities of the National Assembly leadership". Accordingly, coordination must be implemented early and remotely, right from the stages of research, forecasting and advising on policies, instead of just handling work when it arises.
The National Assembly Chairwoman emphasized that Resolution 06-NQ/TW (comprehending the foreign policy of the 14th Party Congress) continues to affirm the consistent viewpoint of the Party: foreign affairs along with national defense and security are a key and regular task; it is necessary to proactively create and maintain a peaceful and stable environment; maximize international resources and favorable conditions to serve national development and protect the Fatherland.
Comprehensive foreign affairs is the cause of the entire Party and the entire people, on the foundation of coordination and complementarity of three pillars: Party foreign affairs, State diplomacy, and people-to-people diplomacy.
Along with that is close coordination between defense, security, foreign affairs; between parliamentary diplomacy with State diplomacy and people-to-people diplomacy; between central departments, ministries, and branches; with the widespread participation of localities, businesses and people.
Comprehensive foreign policy also requires a smooth combination of political, economic, technological, cultural and other tools to ensure the highest national - ethnic interests, and maximize the overall strength of the country.
The National Assembly has a special advantage that no other body has, which is the supreme legislative and supervisory power. Foreign affairs of the National Assembly not only reflects the country's position, but also must contribute to building position; contributing to perfecting institutions, strengthening international consensus, and creating a favorable environment for development" - National Assembly Chairman emphasized.
The National Assembly Chairwoman requested agencies to focus on effectively implementing a number of major orientations such as:
First, it is necessary to properly recognize the position of the National Assembly's foreign affairs in the overall comprehensive and modern foreign affairs of the country.
Second, it is necessary to strongly shift from the thinking of "foreign relations serving relations" to "foreign relations creating development"; promote the spirit of "strategic autonomy" and "self-reliance" in parliamentary diplomacy.
Third, the actual effectiveness must be taken as a measure of the National Assembly's foreign affairs activities.
Fourth, it is necessary to enhance the position and voice of the Vietnamese National Assembly in regional and international parliamentary mechanisms.
Fifth, it is necessary to improve advisory capacity, build a smooth and effective coordination mechanism according to the principle of "clear focal points, clear responsibilities but no division of responsibilities".
Regarding the Ministry of Foreign Affairs, the National Assembly Chairwoman affirmed that all issues related to laws, decisions, mechanisms, and policies serving the activities of the Ministry of Foreign Affairs and the National Assembly are strongly supported, in order to create conditions for the Ministry of Foreign Affairs to perform its tasks well.
