Policy beneficiaries are given 400,000 VND/person during the Lunar New Year

The Party and State decided to give Tet Nguyen Dan Binh Ngo 2026 gifts at a level of 400,000 VND/person to specific subjects.

On December 28, the Government issued Resolution No. 418/NQ-CP on giving gifts from the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Binh Ngo Lunar New Year 2026 to people with meritorious services to the revolution, social protection beneficiaries, social retirees and other vulnerable groups.

Resolution No. 418/NQ-CP clearly states that the recipients of gifts from the Party and State include:

People with meritorious services to the revolution according to the provisions of the Ordinance on Preferential treatment for people with meritorious services to the revolution;

Social protection beneficiaries according to the provisions of Decree No. 20/2021/ND-CP dated March 15, 2021 of the Government; social retirees according to the provisions of Decree No. 176/2025/ND-CP dated June 30, 2025 of the Government; including orphans, homeless children or in orphanages.

Gift amount: 400,000 VND/person, in cash.

In case one person is confirmed to be 2 or more eligible subjects to receive both gift levels, they will only receive 1 gift.

The policy of giving Tet Nguyen Dan gifts in 2026 to people with meritorious services to the revolution is implemented according to current regulations of law on people with meritorious services to the revolution, to be completed before January 31, 2026.

Regarding implementation funds, the Resolution clearly states that the central budget supplements with the goal of all funds for the budgets of provinces and centrally-run cities from the central budget reserve source in 2025 supplemented according to Resolution No. 265/2025/QH15 dated December 11, 2025 of the National Assembly to implement the policy of giving gifts to subjects as stipulated in Clause 1, Article 1 of this Resolution.

Regarding the implementation time, the Resolution requires the gift-giving to be completed no later than December 31, 2025.

The Government assigned the Ministry of Finance to ensure the balance of central budget sources to implement the policy of giving gifts according to regulations.

The Ministry of Public Security shall closely coordinate with the Ministry of Home Affairs, the Ministry of Health, the Ministry of Finance, relevant agencies and localities to provide gifts from the Party and the State on the occasion of welcoming the 14th National Party Congress and the Binh Ngo Lunar New Year 2026 through social security benefits accounts on VNeID to the subjects specified in Clause 1, Article 1 of this Resolution;

In case of necessity, the People's Committees of provinces and cities direct relevant local agencies and commune-level People's Committees to directly give gifts to accounts that are receiving monthly allowances and allowances (if any) or pay directly in cash, ensuring that the subjects, deadlines and related regulations are correct.

The Government assigned the State Bank of Vietnam to ensure a payment system and cash to supply the State Treasury to pay people during the gift-giving period; direct commercial banks, especially commercial banks where the State Treasury opens accounts; coordinate with local authorities and the State Treasury to promptly pay people.

The Government assigns the People's Committees of provinces and cities to consider and decide on giving gifts to other vulnerable people in the area according to their authority based on the actual situation and the ability to balance local resources.

People's Committees of provinces and cities shall report the implementation results to the Ministry of Finance, the Ministry of Home Affairs, and the Ministry of Health before January 5, 2026.

The Ministry of Finance shall preside over and coordinate with the Ministries: Home Affairs, Health, Public Security and relevant agencies to summarize the situation and implementation results, and report to the Prime Minister before January 10, 2026.
