Minister of Construction Tran Hong Minh said that the development of the Law on Civil Aviation of Vietnam (amended) aims to enhance the effectiveness and efficiency of state management of civil aviation; overcome difficulties and inadequacies.
At the same time, propose to resolve new problems and arising problems; unblock bottlenecks, create new momentum for socio-economic development and international integration.
The development of the Law on Civil Aviation of Vietnam (amended) aims to create a mechanism to attract non-state resources, businesses to participate in investment in aviation business, and reduce the burden on the State budget.
Continue to promote administrative procedure reform, improve the business environment, create favorable conditions for people and businesses; strengthen decentralization and delegation of authority in state management of civil aviation.
Improve the effectiveness of the work of preventing and combating corruption, waste and negativity in state management of civil aviation; create breakthroughs in the development of science, technology, innovation and digital transformation...
The draft Law also stipulates prohibited acts in civil aviation activities.
Typically, prohibit arbitrary changes, replacements, additional installation or removal of equipment, arbitrary turned off or change of information installed in communication equipment that hinders aviation activities; perform illegal interventions in civil aviation activities.
Prohibit the introduction of dangerous items that threaten aviation security and safety into aircraft, airports and restricted areas in violation of regulations; threaten or threaten flight safety, endangering the lives, health and property of others on board.
Or prohibit intentional damage to aircraft, aircraft engines, aircraft blades and aircraft equipment; intentionally illegally disclosing information about passengers and users of air transport services.
Prevent airline staff from performing duties with alcohol or stimulants in their bodies as prescribed by law; use illegal drones at airports and areas near airports.
Presenting the report on the review of the draft law, Chairman of the Committee for Justice and Law Hoang Thanh Tung said that the Committee basically approved the regulation allowing airports to be proactive in organizing investment in construction, upgrading, renovating, and expanding airports and works at airports according to the plan to ensure timeliness, synchronization, maximize potential, advantages, and improve the efficiency of airport operations.
In addition, it is recommended to review regulations to reduce some investment procedures, creating favorable conditions for businesses in accordance with the policies of the Party and State.
