At the 8th Session of the 15th National Assembly, the National Assembly will discuss the draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army (VPA). Information about the amendment of this draft law has received much public attention.
The Draft Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army has amended and supplemented regulations on the highest military rank for officer positions.
Accordingly, the highest military rank for an officer's position is specified as follows:
General, not exceeding 3, including: Minister of National Defence; Chief Adviser; Directorate of Politics.
Lieutenant General, Navy Admiral, the number is not more than 14, including: Deputy Minister of National Defence with the highest military rank of Lieutenant General, Navy Admiral not more than 06; Deputy General Adviser, Vice Chairman Directorate Politics: Each position has the highest military rank of Lieutenant General not more than 03; Director, Political Commissar of the National Defense Academy;
The positions and titles with the highest military ranks are Major General, Vice Admiral of the Navy, Brigadier general, Rear Admiral of the Navy; the number does not exceed 398;
The positions and titles prescribed from Point h to Point r in Clause 1, Article 11 of this Law and equivalent positions and titles have the highest military rank of colonel and lieutenant.
The seconded QDND officer approved to hold the position of Standing Member of the National Defense and Security Committee of the National Assembly or appointed to the position of Directorate Chief or equivalent has the highest military rank of Brigadier General; the seconded QDND officer approved to hold the position of Vice Chairman of the National Defense and Security Committee of the National Assembly or appointed to the position of Deputy Minister or equivalent has the highest military rank of Major General; the seconded QDND officer approved to hold the position of Chairman of the National Defense and Security Committee of the National Assembly has the highest military rank of Lieutenant General;
Seconded officers of the People's Army with higher positions than those prescribed in Clause 2 of this Article and in special cases, they are awarded or promoted to the rank of general by decision of competent authorities.
The Government specifically stipulates that the position with the highest military rank is Major General, Brigadier general and the highest military rank for the position and title of an officer is the general rank of a newly established unit, a reorganized unit, or a unit with additional functions and tasks, but not exceeding the maximum number of general positions according to the decision of the competent authority.
The highest military rank for an officer's position or title is colonel or lieutenant, as prescribed by the Minister of National Defence.
