The draft Decree on amending and supplementing Decree 178 expands the scope of regulation and groups of subjects entitled to policies and regimes when implementing the arrangement of the apparatus of the political system.
The draft clearly states that this Decree stipulates policies and regimes, including:
Policies and regimes for retirees ( premature retirement and resignation);
Policy for those elected, appointed to lower leadership and management positions or ceased to hold leadership and management positions;
Policy to encourage cadres, civil servants and public employees to increase business trips to the grassroots;
Policy of promoting people with outstanding qualities and abilities;
Training and fostering policies to improve the qualifications of cadres, civil servants and public employees after the reorganization;
Responsibly implementing policies and regimes for cadres, civil servants, public employees and workers in agencies, organizations and public service units of the Party, State, Vietnam National Assembly, socio-political organizations and associations assigned by the Party and State from the Central to the district level, cadres, civil servants at the commune level, armed forces (including the People's Army, People's Public Security and cryptography) in the implementation of the organization of the apparatus, administrative units at all levels, streamlining the payroll, restructuring and improving the quality of cadres, civil servants and public employees in the political system, including:
First, the agencies of the Vietnam Communist Party, the State, the Vietnam Fatherland Front, socio-political organizations at the central level, at the provincial level, at the district level and the armed forces.
Second, administrative organizations of agencies and organizations from the central to district levels directly implement the organizational arrangement or not directly implement the organizational arrangement but streamline the payroll and restructure, improve the quality of cadres and civil servants.
Third, public service units under the organizational structure of advisory and support agencies of the Central Executive Committee, the Politburo, the Secretariat; of ministries, branches, and central agencies; under the Provincial People's Committee and specialized agencies under the Provincial People's Committee, under the District People's Committee directly implement the organizational arrangement or not directly implement the organizational arrangement but streamline the payroll and restructure, improve the quality of civil servants.
Fourth, the remaining public service unit (not specified in Clause 3 of this Article) completes the organization arrangement within 12 months from the date of the arrangement decision of the competent authority.
Fifth, agencies, organizations, units and commune-level cadres and civil servants due to the arrangement of administrative units at all levels.
Sixth, the Party and State assigned the Central to the district level to directly implement the arrangement, consolidation, and merger of the organizational apparatus.
In Document No. 8540/TTr-BNV dated December 28, 2024, the Ministry of Home Affairs estimated a reduction of about 20% in staff, corresponding to 100,528 people (excluding health and education service staff) with a state budget expenditure of about 130,000 billion VND.
According to the Ministry of Home Affairs, the budget has been allocated from the state budget to meet the scope expansion and subjects of application of Decree No. 178/2024/ND-CP mentioned above.
