The Politburo has just issued Conclusion 128-KL/TW on the policy of temporarily suspending recruitment, appointment, and introduction of candidates to hold leadership and management positions of agencies and units due to the arrangement and organization of the apparatus.
It clearly states: From March 7, 2025 until the completion of the implementation of the Project of not organizing district-level administrative units and merging and consolidating a number of provincial-level administrative units, reorganizing commune-level administrative units, implementing streamlining of the Fatherland Front agencies, socio-political organizations, and mass organizations assigned by the Party and the State, Conclusion 128-KL/TW clearly states the policy:
For the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State at the Central level: Temporarily suspend recruitment, planning, mobilization, rotation, appointment, and nomination for leadership and management positions in these organizations and affiliated agencies and units.
For the provincial level: Temporarily suspend recruitment, planning, transfer, rotation, appointment, for the policy of perfecting the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee of the province and city; perfect and supplement the Party committees, standing committees of the Party committees for the 2020-2025 term and leaders of the heads, deputy heads of the Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State.
For district and commune levels: Temporarily suspend the recruitment, planning, transfer, rotation, appointment, and nomination for leadership and management positions and complete and supplement the Standing Committee, Committee, Secretary, Deputy Secretary at district and commune levels.
In special cases, which are really necessary, it is necessary to complete some titles as follows:
For the positions of Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the Provincial and Municipal People's Committees; to perfect and supplement members of the Standing Committee of the Provincial Party Committee, leaders of the Vietnam Fatherland Front, socio-political organizations, and mass organizations at the Central level, the Party Committee and Party organization shall report to the Politburo and the Secretariat to consider each case to allow the policy of implementing the process of perfecting and supplementing personnel.
For the positions of Secretary, Deputy Secretary, Chairman of the People's Council, Chairman, Vice Chairman of the People's Committee at the district level, the Standing Committee of the Provincial Party Committee shall report and seek opinions from the Central Organizing Committee before implementing the process of improving and supplementing personnel according to regulations.
The titles of Secretary, Chairman of the People's Council, Chairman of the People's Committee at the commune level shall be assigned to the Standing Committee of the provincial Party Committee to consider and consider carefully, cautiously and comprehensively before deciding and be responsible to the Politburo for their decisions.
The consolidation and supplementation of leadership and management positions according to the policy of the Politburo and the Secretariat will continue to be implemented according to regulations. For other cases, having completed the personnel process and sent a written request to the competent central agency, the Central Organizing Committee, before March 7, 2025, will be considered according to regulations.
Conclusion 128 of the Politburo also clearly states: For the positions of leaders and commanders of the Army, Police, People's Court, People's Procuracy in localities, the Standing Committees, Central Military Commission, Central Public Security Party Committee, Party Committee of the Supreme People's Court, and Party Committee of the Supreme People's Procuracy shall, based on the Politburo's policies, lead, direct, specify and organize implementation to ensure unity, in accordance with the situation and practical requirements of the unit.
