The 9th session of the XV National Assembly will open in the morning of 5.5. According to the expected program, on the first working day, the National Assembly will listen to the report and discuss at the team on the proposal to amend and supplement a number of articles of the 2013 Constitution.
To prepare for this content, the National Assembly Standing Committee has submitted a document on amending and supplementing a number of articles of the 2013 Constitution to National Assembly deputies.
Accordingly, the scope of this amendment and supplement to the Constitution is limited, expected to only be related to 8/120 articles of the 2013 Constitution, with a focus on 2 groups of contents.
That is, the provisions of the 2013 Constitution related to the Vietnam Fatherland Front, socio -political organizations to meet the requirements of arranging and streamlining the apparatus, upholding the role, responsibility and initiative of the Vietnam Fatherland Front, the role of gathering classes and classes in society, ensuring strong direction to the facility, sticking to the area.
The provisions in Chapter IX of the 2013 Constitution to implement the 2-level local government organization model.
At the same time, there are transitional regulations to ensure that local authorities operate smoothly, without interruption, in accordance with the planned roadmap for arrangement and merger.
The National Assembly Standing Committee said that it is necessary to amend and supplement the 2013 Constitution in the context of building a modern national and local governance system, applying digital technology, and integrating internationally.
The goal is to streamline, concentrate units, reduce intermediate levels, improve the effectiveness of handling administrative procedures, gather the masses, and reduce overlap. Innovation must go hand in hand with improving the quality of staff, applying technology, and combating waste.
The amendment also aims to thoroughly grasp the spirit of the Party's resolutions on innovating the organization of the political system and building a socialist rule-of-law state.
For the Vietnam Fatherland Front and socio -political organizations, the Standing Committee of the National Assembly proposes to amend and supplement the articles of the 2013 Constitution in the direction of amending and supplementing Article 9 of the overall and more comprehensive regulations on the position, role, function, tasks and powers of the Vietnam Fatherland Front and member organizations under the new organizational model after arranging.
At the same time, it affirmed that the Vietnam Fatherland Front is a part of the political system led by the Party, a political basis of the people's government, representing and protecting the legitimate and legal rights and interests of the people.
Article 9 of the 2013 Constitution is expected to be amended and supplemented in the direction of general regulations on socio-political organizations (Union, Farmers' Association, Youth Union, Women's Union, Veterans' Association) which are socio-political organizations under the Vietnam Fatherland Front, operating consistently within the Vietnam Fatherland Front but still maintaining relatively independence.
The National Assembly Standing Committee plans to amend and supplement Article 10 to ensure inheritance of the position and role of the Trade Union organization, and unify with Article 9 after amending and supplementing, regulating the role of representing workers at the national level in labor relations and internationally.
At the same time, amend and supplement Article 84 in the direction of not continuing to regulate the Central agencies of member organizations of the Front with the right to submit draft laws and regulations.
The National Assembly Standing Committee also proposes not to amend or supplement regulations related to the working and coordination relationship between the Vietnam Fatherland Front, socio-political organizations with the Government and local governments in Articles 96, 101, 116...
