On the afternoon of May 3, a 52-second clip was posted on a social networking forum recording the image of a large group of motorbikes entering the Hai Phong - Mong Cai Expressway. The clip was recorded at noon two days earlier (May 1).
According to the image recorded by the car's dashcam, this large group of motorbikes has about 5-7 high-speed launchers, turning onto the Hai Phong - Mong Cai Expressway, Ha Long section to Hai Phong.
The clip quickly attracted many viewers and participated in comments.
In response to the above incident, on the evening of May 3, an officer of the Traffic Police Department, Ministry of Public Security said that he would verify this information.
According to Point b, Clause 7, Article 7 of Decree 168/2024/ND-CP, drivers of motorbikes, mopeds, similar vehicles to motorbikes and similar vehicles to mopeds who violate road traffic rules and drive on the highway, except for vehicles used for highway management and maintenance, will be fined from 4 million to 6 million VND.
In case of causing a traffic accident, the driver will also be fined from 10 million to 14 million VND according to the provisions of Point a, Clause 10, Article 7 of Decree 168/2024/ND-CP.
In addition, motorbike drivers entering the highway will also be subject to an additional penalty of deducting 6 points from their driving license. In case of violation that causes a traffic accident, they will be deducted 10 points.
