According to the project of the Hai Phong City People's Committee, the workplace at the Political - Administrative Center (North of Cam River urban area) is designed to consist of 14 buildings, including 2 15-storey buildings, 4 5-storey buildings, 4 4-storey buildings and 4 3-storey buildings.
The specific arrangement plan for agencies and units is as follows: leaders of the City Party Committee, including the Secretary of the City Party Committee, Standing Deputy Secretary of the City Party Committee, Deputy Secretary of the City Party Committee, members of the Standing Committee of the City Party Committee and other positions in the Standing Committee; Propaganda and Mass Mobilization Committee; Internal Affairs Committee; Office of the City Party Committee and Office of the National Assembly Delegation and People's Council of the city: arranged to work at Building A 15-storey building in the East, adjacent to Do Muoi Street).
Leaders of the City People's Committee; Office of the City People's Committee; Party Committee of the City People's Committee and Department of Education and Training: arrange to work at Building B (15 floors in the West, near Road 359).
The City Party Committee's Organizing Committee: arranged to work in a 3-storey building (Bommit). The Inspection Committee of the City Party Committee arranged to work in a 3-storey building (Block K). The Department of Agriculture and Environment arranged to work in 1 4-storey building and 1 5-storey building (Bom M and Building N). The Department of Home Affairs works in a 4-storey building and part of a 5-storey building (Body I and Building J).
The Party Committees of Party agencies use part of the area of the above 5-storey building (phase I) (same building with the Department of Home Affairs). The Department of Construction works in the 3-storey building and the 4-storey building (Blood F and Building G). The Department of Culture, Sports and Tourism works in the 5-storey building (Blood C). The Department of Health arranged to work in the 5-storey building (Body H). The Department of Industry and Trade works in the 4-storey building (Block D). The Department of Justice works in the 3-storey court ( compost E).
The city also develops a plan to arrange headquarters for city-level agencies and units. In which, the Vietnam Fatherland Front agency of the city and 5 specialized socio-political organizations will be responsible for the current headquarters of the People's Committee of Ngo Quyen district (new headquarters), located at the back of Le Hong Phong street.
The Hai Phong Economic Zone Management Board moved to the current headquarters of the City Party Committee, located at 5, 7, 9 Dinh Tien Hoang, Hong Bang District. The city inspectorate the current headquarters of Hai An district, located on Le Hong Phong street. The Public Administration Center under the Office of the City People's Committee and the one-stop-shop department of the Departments and branches will go to the headquarters of the Hai Phong Economic Zone Management Board, located at 24 Cu Chinh Lan, Hong Bang District.
The Department of Finance moved to the current headquarters of the People's Committee of Hong Bang District, located on Hong Bang Street. The Department of Science and Technology returned to the old headquarters of the People's Committee of Ngo Quyen District, located at 19-21 Da Nang Street. As for the Department of Foreign Affairs, the unit continues to manage and use the current working headquarters (No. 15 Tran Quang Khai) because the Department of Foreign Affairs of Hai Phong is a special agency (no corresponding unit in Hai Duong province), so there is no change in the organizational structure of the apparatus.
For Hai Duong Newspaper and Radio and Television, to facilitate the activities of news collection, recording and broadcasting in the old Hai Duong province, the unit continues to use the current headquarters for work. To Hieu Hai Phong Political School and Hai Duong Provincial Political School continue to use the current headquarters.
The city also develops a roadmap to handle 101 surplus headquarters after the arrangement and streamlining. Accordingly, in 2025, 39 locations will be arranged, in 2026, 32 locations will be arranged, in 2027, 20 locations will be arranged and in 2028, 10 locations will be arranged.
