Difficulties from BOT projects
The Ninh Binh - Hai Phong Expressway (CT08) starts at the North - South Expressway in the East, Ninh Binh city, ends at the Hanoi - Hai Phong Expressway, the entire length of the route is 109 km, with a scale of 4 lanes. The CT08 expressway section through Hai Phong is about 21.7 km long.
Currently, the city is implementing 2 projects: The coastal road construction investment project through the city and 9 km in Thai Binh province under the form of public-private partnership (abbreviated as BOT Project) and the coastal road expansion investment project through Hai Phong city from DT.353 to Thai Binh bridge (Km0 - Km19+645) using public investment capital (abbreviated as the Expansion Project), with a total length of about 29.7 km. Of which, the section through Hai Phong is 20.7 km, the section through Thai Binh is 9 km.
The bridges: Van Uc, Thai Binh and 9km of road in Thai Binh province are invested with a roadbed width of 12 m, 2 lanes. The total investment of the two projects is over VND 4,700 billion (BOT project is VND 3,750 billion, expansion project is VND 946.367 billion). Up to now, the city has completed site clearance. The BOT project has completed about 72.3% of the contract value, the expansion project has reached about 53.34% of the contract value.

According to the schedule, both projects will be completed in 2024. However, during the implementation process, investors of the BOT Project encountered difficulties in mobilizing capital, leading to very slow progress of the BOT project, affecting the progress of the expansion project (due to the public investment project having an expansion roadbed to the right side of the BOT project roadbed). The City People's Committee has worked with investors many times to urge and speed up progress and has also reported and recommended the Prime Minister and ministries and branches to consider and resolve.
Implementing the conclusion of Deputy Prime Minister Tran Hong Ha in Notice No. 28/TB-VPCP dated January 25, 2025, the People's Committee of Hai Phong City has completed the plan to remove difficulties and obstacles in the Coastal BOT Project and upgrade the road to the expressway. However, after many meetings, the investor did not agree with this option and proposed terminating the BOT contract ahead of schedule.
Upgrading coastal road to 4-lane expressway
Currently, the CT08 expressway, the section passing through Ninh Binh, Nam Dinh and Thai Binh provinces, has started construction. In order to ensure continuous connectivity of the entire route and synchronous scale according to the plan, the People's Committee of Hai Phong City will invest in the Ninh Binh - Hai Phong Expressway Construction Project, the section through Hai Phong and Thai Binh.
The expected investment scale for the completion of the expressway is about 31.8 km, 4 lanes, 24.75 m wide, designed speed of 100 km/h. Along with that, build and complete 5 intersections on the route including: intersection with Hanoi - Hai Phong expressway, intersection with coastal road, Nam Do Son intersection, 212 district road intersection and intersection with Lang Am - coastal road. The Van Uc 2 bridge construction project is 2,217 m long, the cross-section width of the bridge is 22.75 m with 4 lanes for motor vehicles and 2 lanes for motorbikes; Thai Binh 2 bridge, with a bridge length of 1,116 m, width of 12.25 m, 4 lanes; 2 service roads on both sides along the expressway in Hai Phong, including the section from the Hanoi - Hai Phong expressway intersection to the coastal road intersection of 7 km and the section from the coastal road intersection to Thai Binh bridge, 11.7 km long.

The total estimated investment is about 11,577 billion VND from the city budget, the central budget support, and the Thai Binh provincial budget (serving the clearance of 9 km in the province). The implementation period is 2025 - 2028. The route is expected to connect the expressways of the provinces: Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh to Hai Phong and Quang Ninh, creating momentum for the development of provinces and cities in the Red River Delta and North Central regions.
