On June 22, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide (5th time), the State Steering Committee for important national projects and works, key projects in the Transport sector (18th time); Promoting disbursement of public investment capital in 2025 (2nd time).
In his concluding remarks, the Prime Minister requested Ministers, Provincial Party Secretaries, and Chairmen of Provincial and Municipal People's Committees to thoroughly grasp the spirit of not implementing a revolution in organizational structure, implementing a 2-level local government model but to affect the work being carried out.
On behalf of the Government, the Prime Minister acknowledged, commended and highly appreciated the results that ministries, branches and localities have strived to achieve, in disbursing public investment, eliminating temporary and dilapidated houses; especially 6 ministries, agencies and 37 localities with disbursement rates reaching the national average or higher.
However, the Prime Minister said that some localities have not been proactive, resolute, and confused in directing and operating. There are still 17 ministries, central agencies and 21 localities that have not fully allocated the assigned capital plan.
By the end of June 2025, 35/41 ministries, agencies and 26/63 localities had disbursement rates below the national average. Some ministries and localities have a large proportion of planned capital in 2025, but have low disbursement.
The Prime Minister criticized and requested ministries, central and local agencies to review and draw lessons, clarify the responsibility of relevant collectives and individuals, thereby proposing appropriate solutions to promote disbursement in the coming time.
Agencies and localities that have not done well need to learn from experience to do better, be more determined, and not let prolonged problems be reviewed at many meetings.
The Prime Minister noted that project preparation work needs to be done better; in implementation, it is necessary to continue to regularly inspect and urge; when completing projects, it is necessary to urgently settle according to the provisions of law.
Typically, promoting disbursement must go hand in hand with ensuring construction quality, combating negativity, corruption, and waste.
Strengthen leadership, direction, decentralization, delegation of authority, personalization of responsibilities, improve flexibility and proactiveness in managing plans associated with direction with inspection and urging, promptly resolve difficulties, problems, and bottlenecks in the spirit of "6 clear".
There must be high determination, great efforts, drastic, dynamic, creative and active actions; strengthen coordination between ministries, central and local agencies to ensure efficiency and substance in handling work.
The Prime Minister requested ministries, levels, branches, localities and the entire political system to be determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025.
The Prime Minister requested timely grasp and immediately resolve difficulties and problems in the implementation process at the local level. Mobilize all resources with the spirit of "whoever has something to help others, whoever has merits to help others, whoever has property to help others, whoever has a lot to help many, whoever has little to help little".
