In the last days of June, the atmosphere in many communes and wards in the Northwestern provinces became more urgent than ever. This is the time for localities to prepare for the trial operation of the 2-level local government model.
With careful preparation of people and facilities, provinces such as Dien Bien, Lai Chau, Son La are all ready for the official operating day, with the expectation of creating a government apparatus closer to the people, more effective and efficient.
In Son La city (Son La), the working atmosphere in the 4 pilot wards of Chieng Co, To Hieu, Chieng An and Chieng Sinh is somewhat more special than usual. When the cadres and civil servants are actively preparing for the trial operation of the new model, taking place from June 25-30.
In the above localities, the reception and handling of administrative procedures (AP) is still taking place normally, and the cadres and civil servants here are also focusing on reviewing, classifying, and handing over records and documents according to instructions.
Similarly, Lai Chau is also in the final stage of preparing for the operation of the 2-level government in some units from June 24.
Lai Chau also set a motto of both trial operation and experience drawing to expand to 38 communes and wards after the merger, ensuring that the new apparatus will operate officially and effectively from July 1.
Emphasizing the key tasks, Mr. Vu Manh Ha - Standing Deputy Secretary of Lai Chau Provincial Party Committee - requested to do a good job of ideological work, encourage cadres, party members, civil servants, and public employees to overcome difficulties in headquarters, means, working conditions, accommodation, and living.
In particular, the province sets a strong digital transformation goal. "We must immediately implement the goal of ensuring that 100% of cadres in competent party agencies who sign documents are equipped with digital signatures according to regulations; 100% of unsecured documents are signed, sent, received, processed in the digital environment and can be processed on mobile devices, anytime, anywhere..." - Mr. Ha emphasized.
This is considered a breakthrough solution to improve work efficiency in the context of streamlining the apparatus.
Linking to the needs of the people
In Dien Bien, the province has selected 3 new administrative units including Dien Bien Phu ward, Na Sang commune and Thanh Nua commune to organize a trial operation on June 25. These units will conduct a trial operation, organize the first People's Council meeting; and operate the Public Administration Service Center.
Notably, testing specific administrative procedures is associated with the needs of the people. The province will experiment with receiving and processing online submissions from the National Public Service Portal, including interconnected administrative procedures.
According to Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee, the goal of the trial operation is to practice and complete process steps and work in direction and operation activities.
The ability to receive, process, and return administrative procedure records of the People's Committees of communes and wards and of commune and ward cadres and civil servants to individuals and organizations that require administrative procedure settlement... must also be guaranteed to be smooth, continuous, fast, effective, efficient, close to the people, close to the people, and best serve the people.
This is expected to create a boost to help improve the capacity and efficiency of the operations of grassroots authorities in mountainous provinces, which are still facing many difficulties.
