According to the decision, the People's Committee of Hai Phong City assigned 2,179 m2 of land in Quan Trang village, Bat Trang commune, An Lao district (compensation and site clearance have been completed by the People's Committee of An Lao district) to the People's Committee of the district to invest in the construction of a resettlement area for 8 households affected by landslides in Do Quan area. The City People's Committee also allowed the change of land use purpose of 2,150 m2 of rice fields in Bat Trang commune for this purpose. Of the 2,179 m2 allocated, 1,276.6 m2 is residential land area, 902.4 m2 is traffic land area.

Lao Dong newspaper previously published an article on serious landslides, Quan boat people hope for a resettlement area, reflecting that the landslides in Quan boat area have occurred for more than 7 years, directly affecting 8 households with nearly 30 people. Landslides are getting worse every day, especially after storm No. 3 (September 2024). Faced with this situation, An Lao district has arranged resettlement areas for 8 households in Quan Trang village. The plots of land have now been leveled, completing the traffic system, power lines, domestic water supply system, and synchronous drainage system. Each plot of land has an area of 104 m2 to 136 m2.
According to the leader of the People's Committee of Bat Trang commune, the locality has completed the necessary procedures to confirm that all 8 households do not have any other houses or land in the commune, and are eligible for allocation of residential land with money collected into the resettlement area. In reality, households here are in extremely difficult circumstances, there are sick people and serious illnesses. A day when people have to stay in the landslide area is a day when we worry about their safety" - Mr. Phan Viet Le - Chairman of the People's Committee - commune said.
