Need mechanism, guidance on spending on remuneration and royalties
On November 14, in Hanoi, the Government Electronic Information Portal (GePortal) and the Government Office chaired a conference to connect the Government's direction and administration information on the network environment with the GePortals of ministries, branches and localities in 2024.
At the conference, Mr. Nguyen Hong Sam, General Director of the Government Portal, said that the Government Portal is currently in the top 10 Vietnamese websites with the most visitors.
On the web platform, the Government Portal is operating nearly 40 specialized pages and producing content in 3 languages: Vietnamese, English, and Chinese.
In addition, the Government Portal also provides information on social networking platforms such as Facebook, Youtube, Twitter, Zalo... about the policies and guidelines of the Party, State and the direction and administration of the Government and Prime Minister.
In particular, the Fanpage "Government Information" currently has more than 5.4 million regular followers, with daily visits ranging from 15-20 million, with peak days reaching up to 30 million. In addition, the YouTube channel "Government Information" has nearly 300,000 followers.
Mr. Sam said that currently, the management and operation of the e-portals of ministries and local branches still face many difficulties. The reason is that most of the e-portals were completed before Decree 42/2022/ND-CP was issued, so they do not fully meet the criteria under this Decree.
Furthermore, there is currently no mechanism or guidance on the expenditure of remuneration and royalties, as well as difficulties in human resources and outdated information technology infrastructure.
The Ministry of Public Security's Information Portal is one of the most effective information portals in recent times. Colonel Nguyen Thi Phuong, Deputy Chief of Office of the Ministry of Public Security, said that the operation process has drawn 3 lessons learned.
Firstly, the Central Public Security Party Committee and the Ministry of Public Security always set the highest goal for information on the Portal system. That is to contribute to creating an official information flow, bringing the Party and State's policies on security and order into real life, for the happiness of the people.
Second, it is necessary to strengthen the coordination between the Ministry of Public Security's Information Portal and the system of information portals and websites in the People's Public Security. Finally, there must be smooth and effective coordination between the Ministry of Public Security's Information Portal and the Government's Information Portal and the information portals of ministries and branches.
"The problem of capital is no longer difficult"
Speaking at the conference, Minister and Head of the Government Office (VGO) Tran Van Son said that we currently have two portals in ministries and agencies: the National Public Service Portal and the Ministry and local electronic information portal.
Minister Tran Van Son emphasized two key tasks: Timely communication of policies to people and businesses; serving the direction not only of the Government and Prime Minister but also of ministries, branches and localities.
Regarding policy mechanisms, the Government has issued a Decree allowing the use of regular expenditure capital to invest in and upgrade information systems, including information connection and communication.
Therefore, the capital problem is no longer a problem. So we have to invest and upgrade the information system synchronously to serve the integration and connection of information.
Mr. Tran Van Son suggested that the Information Portals of ministries, branches and localities coordinate with the Government Information Portal to not only communicate policies in a timely manner but also handle people's suggestions and feedback in a timely manner; at the same time, coordinate with ministries and branches to perform their functions and tasks well.
He reiterated that the goal is not only to communicate policies but also to receive the most urgent feedback, recommendations and concerns from people and businesses to report to the Government and the Prime Minister for timely handling. In fact, this also helps the Government in its direction and administration.
Previously, Decree 137/2024/ND-CP guided the conversion of a number of state agency activities to the full electronic environment, focusing on four main activities including: providing online public services; internal administration; direction and operation; supervision, inspection and examination.
The Decree clearly stipulates the responsibilities of state agencies in receiving and handling requests from organizations and individuals in the electronic environment:
State agencies shall receive and resolve requests from organizations and individuals in the electronic environment, except where otherwise provided by law. In case of refusal to receive or resolve, the reasons must be clearly stated so that the organizations and individuals are informed.
Establish communication channels in the electronic environment and issue operating regulations to receive and resolve requests from organizations and individuals, except where otherwise provided by law.
The results of handling requests from organizations and individuals must be notified in the electronic environment through electronic means and communication channels, except in cases where the law provides otherwise or at the request of the organization or individual making the request.
Online public service delivery channels and the National Public Service Portal must ensure connectivity and integration to use services using electronic identification accounts created by the electronic identification and authentication system.
