Proposal to restart nuclear power project
On the afternoon of November 12, before answering questions, Prime Minister Pham Minh Chinh outlined the socio-economic situation in the first 10 months of 2024.
Regarding ensuring short-term and long-term electricity supply, the Prime Minister forecasted that electricity demand will increase rapidly, with an increase of about 12-13% in 2025 and even higher in the following years.
Therefore, the Government will continue to perfect and synchronously regulate legal regulations to remove obstacles in implementing power infrastructure projects; build a smart and flexible power grid system with high automation capabilities.
The Government will focus on completing procedures, starting construction and putting into operation large and important power projects; strengthening energy saving measures and managing electricity demand.
Reviewing and resolving legal problems in invested renewable energy projects and ensuring correct, adequate and reasonable pricing to encourage the development of power sources is also an important task for the Government, in addition to ensuring adequate infrastructure and fuel for electricity production.
Regarding long-term solutions, the Prime Minister said that the Government has been proposing to competent authorities to restart nuclear power projects and strongly develop offshore wind power.
The Government has also submitted to the National Assembly for consideration and amendment of the Electricity Law to create institutional breakthroughs, remove obstacles, and develop power sources and grids.
Budget for training 50,000 high-quality human resources
Regarding promoting digital transformation, the Prime Minister emphasized that this is an objective requirement, a strategic choice, and a top priority for rapid, green, and sustainable development. However, this task is posing many difficulties and challenges.
Because this is a new field, legal regulations, mechanisms and policies on digital transformation have not been amended and supplemented in a timely manner; administrative reform is still slow; procedures are still cumbersome and congested; and the quality of online public service provision has not changed clearly.
In the coming time, with the motto of "accelerating and breaking through", the Government and the Prime Minister will focus on perfecting the digital legal corridor; promoting decentralization and delegation of power, promoting the responsibility of leaders; building specific and priority mechanisms and policies to support and promote digital transformation for businesses and people.
In particular, the Prime Minister said that he will develop incentive policies, including financial incentives, to strongly attract investment from large technology corporations and enterprises.
Regarding the development and application of science and technology, promoting innovation associated with training high-quality human resources, the Prime Minister said that this content "has not achieved the set goals".
In which, institutions, mechanisms and policies have not made any breakthroughs; investment in science and technology and training of high-quality human resources has not been really effective; the connection between entities, especially the State, research institutes, universities, scientists and enterprises is not tight.
The Head of Government believes that we also have favorable opportunities as a “latecomer” (having the conditions to research, develop, and immediately apply the best new technologies and solutions); young, abundant, dynamic, and creative human resources.
The Prime Minister said the Government will continue to direct the completion of mechanisms and policies for developing science and technology infrastructure, accepting risks and persevering in scientific and technological research activities, innovation, etc.
Mobilize and effectively use resources, especially public-private partnership, for training high-quality human resources; soon complete training of at least 50,000 high-quality human resources to meet the development requirements of the semiconductor industry.
