Making scientific and technological cooperation a new pillar in Vietnam-France relations

In the afternoon of September 10, General Secretary and President To Lam had talks with French President Emmanuel Macron.

According to the Ministry of Foreign Affairs, at the talks, President Emmanuel Macron affirmed that France is always ready to accompany Vietnam in the new era of development.

The General Secretary and President affirmed that Vietnam's importance and choice of France as the first country in the European Union (EU) to establish this relationship framework is clear evidence of political trust and determination to bring the two countries' relations to a new height.

At the talks, the two sides agreed to continue to promote the effectiveness and expand cooperation in military medical training, coordinate the fight, and share information about crimes. Vietnam requested the French side to continue to support the work of overcoming the consequences of war, especially searching for soldiers and exchanging war memorabilia.

The two leaders agreed to move towards new, strategic and long-term cooperation in the framework of the Comprehensive Strategic Partnership; focus on developing strategic industries and services with high spillover effects; especially promoting the value chain linkage cooperation model in the direction of: French Technology - Vietnamese Manufacturing - Regional and Global Supply.

The General Secretary and President requested the two sides to continue to effectively implement the framework of the Vietnam - EU Free Trade Agreement (EVFTA); requested France to soon complete the ratification of the Vietnam - EU Investment Protection Agreement (EVIPA) to create new momentum for investors; and at the same time promote the European Commission (EC) to soon remove the IUU "yellow card", supporting Vietnam to develop sustainable fisheries.

The two leaders agreed to maximize the advantages of France as a leading scientific power in Europe, officially making scientific and technological cooperation a new, key pillar in bilateral relations.

General Secretary and President To Lam proposed that the two countries expand scientific research, including space science, transfer and master technology; proposed to support Vietnam in gradually developing quantum technology.

The two sides agreed to maximize the potential in traditional cooperation fields, and transition to more inclusive and effective linkage models. The two sides agreed to strengthen cultural exchanges and people-to-people exchanges through the organization of Culture Weeks/Days of each country. The General Secretary and President proposed that France simplify the issuance of visas to Vietnamese citizens to enhance tourism and people-to-people exchanges.

The French side affirmed its readiness to support Vietnam in the process of building the Museum of the Communist Party of Vietnam. President Emmanuel Macron affirmed that France will continue to actively support Vietnam in developing the cultural industry - a field in which France has strengths as well as providing more documents about President Ho Chi Minh; and continue to promote extensive cooperation in health, education and training.

The two sides agreed to continue to effectively implement the signed cooperation documents. The General Secretary and President proposed that the two sides expand cooperation on high-quality human resources to industries suitable to current practical and strategic requirements. Regarding cooperation in the field of health, the General Secretary and President proposed that the two sides jointly raise the level of cooperation, making Vietnam a leading regional center for applying modern medical technology in Southeast Asia; continue to provide scholarships for medical students in Vietnam.

The two leaders agreed to strengthen coordination and mutual support at multilateral forums, especially at the United Nations and within the ASEAN - EU framework.

Regarding the issue at sea, the two sides reaffirmed the importance of maintaining peace, stability, security, safety, freedom of navigation, aviation, unhindered trade, as well as the right to harmless passage in the East Sea and around the world; resolving disputes by peaceful means on the basis of respecting international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
