In the draft Decree on the assessment and classification of civil servant quality, the Ministry of Home Affairs clearly states that the criteria for evaluating civil servants include 3 groups.

Including a group of criteria on professional competence and skills according to the requirements of the job position; ability to meet the requirements of performing assigned tasks; sense of responsibility in performing public duties; attitude of serving people and businesses and the ability to coordinate with colleagues.

Professional capacity according to the requirements of the job position

Have in-depth and comprehensive knowledge of the assigned work fields; have a full understanding of legal regulations and professional processes related to job positions.

Regularly update new knowledge, be able to research, analyze, synthesize and creatively apply it to work; meet the requirements of innovation and administrative reform.

Have the skills to handle work independently, work effectively in groups; master information technology and support tools for professional and technical services.

Capacity to meet the requirements of performing regular and unpredictable assigned tasks

Regarding regular tasks, the draft Decree clearly states that civil servants are capable of proficiently applying professional and technical knowledge to handle professional work according to the periodic plan; maintain stable professional quality.

In particular, with the emergency task, civil servants proactively propose solutions, effectively carry out arising work with high professional nature; have the ability to respond quickly and accurately to new requirements.

Responsible spirit in performing public duties

Have a sense of responsibility in researching, proposing, and advising on professional content; proactively accessing information, promptly adjusting methods to suit new requirements.

Actively update and apply new knowledge and technology in professional work; have a spirit of openness and good coordination in activities related to expertise.

attitude of serving people, businesses and the ability to coordinate with colleagues

People and businesses have positively evaluated the professionalism, clarity and transparency in receiving and handling administrative procedures, providing information, and providing professional advice (for job positions that are directly related to people and businesses).
